Turkmengas State Concern has received financing in the amount of 350 million US dollars (Installment Sales Operation) from the Islamic Development Bank toward the cost of the Construction of Turkmenistan Portion of “Turkmenistan-Afghanistan-Pakistan-India” (TAPI) Gas Pipeline project, and intends to apply part of the proceeds for consultant services.

The services include auditing of the whole project implementation period which started on 01.02.2019. The Project components are as follows:

  • Lot 1 - Purchase of products for the linear part of the gas pipeline with a length of 241 km (219,206,765.38 US dollars);
  • Consulting services (USD 13,147,504.80);
  • Lot 2 - Purchase of service equipment and an automated process control system (SCADA) for a gas pipeline with a length of 241 km (113,348,128.00 US dollars).

The services should also include performing a professional opinion on the financial statements of the project accounts and issue a report on the compliance of the financial records incurred during the project implementation period with the covenants of the financing agreement and applicable laws and regulations of Turkmenistan.

Turkmengas State Concern now invites eligible consulting firms (Consultants) to indicate their interest in providing the services. Interested Consultants must provide specific information which demonstrates that they are fully qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

An auditor will be selected from a shortlist of international auditors limited to IDB member countries or local reputable audit firms affiliated with international firms to carry out the assignment on a yearly basis.

The shortlisting criteria are:

  • Relevant Experience - at least 5 years in this business;
  • Interested auditors should have experience of auditing specifically preparation of audit report for at least one project funded by Multi-Development Banks or any international organizations.

Key Experts will not be evaluated at the shortlisting stage

The attention of interested Consultants is drawn to Paragraphs, 1.23, and 1.24 of the Guidelines for Procurement of Consultant Services under Islamic Development Bank Project Financing (the “Procurement Guidelines”), setting forth IsDB’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A consultant will be selected in accordance with the Least-Cost Selection (LCS) method set out in the Procurement Guidelines.
