Duties and Responsibilities:

• Review draft Design and Development of the Dashboard
• Revise draft design of the dashboard and collected data provided by RCO
• Develop the dashboard enabling the following modules not representing the full scope of possible content:
• Country overview: Key facts, demographic data, international rankings, SPECA cross-country comparisons.
• SDG Progress: National and international SDG scorecards, progress trackers for prioritized SDG transitions reflecting SDG interlinkages.
• UNSDCF Results Tracking: Visualization UNSDCF theory of change, outcomes/outputs indicators, baseline, target values, and progress for UN joint workplans, highlighting horizon scanning signals and joint programming areas.
• Multidimensional SDG Risks: Risks mapping using the Multidimensional Risk Analysis (MDRA) approach, DRR indicators, including thematic, geographic, and cross-sectoral risks.
• LNOB/ Causality Analysis: Dynamic visuals showing causal pathways, bottlenecks, and barriers to progress for vulnerable groups, leveraging visuals and methods from causality analyses. Task 2. Integrate Data and add technical features
• Automate data ingestion where feasible (UNSDCF indicators, SDG data, risk assessments etc).
• Establish protocols for updating the dashboard in line with UNCA and UNSDCF reporting cycles.
• Integrate additional technical features (such as searchable data repository for indicators, drilldown functionality by region, SDG, and population group (LNOB focus), export options for key data and visuals, user-friendly navigation and summary dashboards, resource page with links). Task 3. Validate and launch UN Country Analysis Dashboard.
• Organize a session with the UN RCO, UNCA Task Force, MEL Group to validate the dashboard’s structure, prioritization logic, and end-user needs.
• Revise and launch validated UN Country Analysis Dashboard. Task 4. Present the Dashboard and develop maintenance documents
• Develop a user manual with data entry, update protocols, and dashboard interpretation guidance.
• Deliver a brief orientation for UN RCO and MEL staff on introducing updates and changes.
• Deliver a presentation for the UNCA Task Force, MEL Group, UN RCO, RG groups members on dashboard use.

Qualifications/special skills

• A first-level university degree (Bachelor Degree) in the field of Statistics, Economics, or Social Science is required.
• Minimum 5 years of professional experience in data analysis, survey data generation, SDG monitoring, UNCA processes, and UNSDCF frameworks is required.
• Proven experience in Power BI dashboard design and development for international organizations or government partners is required.
• Experience visualizing policy, root cause, or causality analyses using complex, multidimensional data is required.
• Prior exposure to multi-agency UN environments and working with national partners in Central Asia is desirable.

Languages

Fluency in English and Russian is required.
