Asian Development Bank seeks National Expert in Advancing Transport Projects and Innovation
Asian Development Bank (ADB) Turkmenistan Resident Mission requires Sector and Technical Advisor in Catalyzing Innovation and Strengthening Project Readiness and Implementation (National)

ADB is supporting the Turkmenistan through the Technical Assistance for Catalyzing Innovation and Strengthening Project Readiness and Implementation to provide rapid, flexible responses to emerging development priorities. including in the transport sector. ADB is strengthening its engagement through the Trans-Turkmenistan Railway Modernization Program (Phase 1: Ashgabat–Dushak) and other connectivity initiatives. These are central to Turkmenistan’s efforts to enhance trade competitiveness, integrate regional corridors, and transition to greener transport systems.
The Transport Sector Expert will support this work by facilitating policy and technical dialogue, providing sector expertise, as well as help identify and prepare a pipeline of bankable projects for future ADB financing.
The consultant will work closely with the Turkmenistan Resident Mission (TKRM), the Transport Sector Office of the Sectors Department 1 (SD1-TRA), and relevant government agencies to ensure coordinated delivery of activities under the TA. The expert will provide technical advice, oversee sector-related tasks, support coordination and capacity building, and contribute to the design and readiness of forthcoming projects.
Qualifications:
- Advanced degree in transport, engineering, or a related field.
- At least 10 years of experience in the transport sector or related infrastructure sector.
- Demonstrated experience in - or working with – the Government of Turkmenistan, particularly the Ministry of Railways and related institutions.
- Demonstrated understanding of processes and protocols of the Government of Turkmenistan.
- Demonstrated experience managing donor-funded technical assistance projects, ideally with ADB or similar organizations.
- Strong familiarity with procurement procedures of ADB or similar organizations.
- Proven ability to lead teams and work collaboratively with multidisciplinary stakeholders.
- Excellent written and verbal communication skills in English, Russian, and Turkmen are required.
- Prior work experience with ADB or another Multilateral Development Bank is highly preferable.
