Palladium Group searches for Country Manager

Location: This position will be located in Ashgabat, Turkmenistan.
Duration: The performance period of the USAID E4 IDIQ Activity will end on September 30, 2026.
Reporting and Supervision: The Country Manager, TM will report to the Chief of Party (COP).
Primary Duties and Responsibilities
- Provide senior leadership, management oversight, and coordination of the FGI and FGI 2.0 Task Orders in Turkmenistan.
- Develop, manage, and maintain excellent working relationships with local government counterparts, grant recipients, and other development partners.
- Provide subject matter expertise/technical assistance to the program focused on business expansion, workforce development, and/or the business enabling environment.
- Ensure quality of technical products and outputs of the program in Turkmenistan.
- Lead and/or monitor programmatic functions (e.g., development of workplans and budgets).
- Prepare necessary program-related reports to USAID and Government of Turkmenistan.
- Attend and present at client, government, and partner meetings, events, and conferences, as appropriate.
- Oversee project administration and vendor/consultant engagements, in coordination with technical advisors and operations staff, to ensure timely contracting and high-quality execution of the agreed upon deliverables.
- Organize and support project/program trainings, conferences, workshops, and meetings.
- Manage TM project staff, including mentoring, coaching, training, and ensuring delivery against results and targets.
Key Competencies Required
- Bachelor’s degree in business, management, economic development, or related field.
- Experience supporting businesses through expansion, including access to new markets and business capacity development.
- Demonstrated success in collaboration and coordination across partners, sectors, and teams.
- Demonstrated experience managing donor-funded projects or programs.
- Demonstrated success in achieving programmatic results as specified in a workplan or scope of work.
- Attention to detail and ability to effectively and efficiently multitask and balance competing priorities, often within a set timeframe.
- Effective written and oral communication skills.
- Professional and diplomatic demeanour and conduct, especially during interactions with the client and its constituents.
- Proficient in the use of desktop software, especially Microsoft Office.
- Ability to anticipate, respond, and adapt quickly to changing requirements and competing demands.
- Experience managing teams of technical and operational staff.
- Fluent written and spoken English.
- Fluent written and spoken Russian.
Competencies Preferred
- Master's degree, MBA, or equivalent.
- Fluent written and spoken Turkmen.
- Experience working with or in partnership with USAID or USAID partners is highly preferred.
