Duties and Responsibilities
Identify transparent methodologies and approaches for assessing vulnerability and adaptation to climate change that best reflect the national situation and document the methodologies:
- Prepare information on the vulnerability and adaptation assessment, identify vulnerable areas for assessment, update the list of priority sectors for climate change adaptation in Turkmenistan.
- Prepare information on vulnerability and adaptation to climate change impacts in key vulnerable areas. The information should include key findings, as well as direct and indirect effects of climate change, allowing for a comprehensive analysis of the country's vulnerability to climate change, identifying gaps and taking into account new requirements arising from the Paris Agreement and the SDGs.
- Analyze and prepare information on adaptation policies and measures for climate change impact, vulnerability, and adaptation scenarios for key vulnerable areas.
- Prepare information on climate change vulnerability and adaptation in agriculture and water management, including analysis of climate parameters, water availability, land degradation, crop yields and productivity for each crop.
Ensure the development of climate scenarios and selection of appropriate methodologies:
- Conduct climate risk analysis in Turkmenistan.
- Conduct an analysis of government/sectoral programs that take into account climate change issues.
Develop scenarios, including a baseline scenario, climate change impacts, vulnerability and adaptation to them in the given sector, including for each scenario the solution of the following tasks:
- Sustainable water management.
- Increase in the water resource base.
- Reducing salinity and land degradation.
- Improve land productivity.
For each scenario, including the baseline scenario, prepare assessments of existing and planned financial and investment contributions and needs (in manats or US dollars) and their sources for each described technology in the field of water resources management. For each scenario, prepare a strategy (road map) for solving the above identified tasks, including the definition of the following elements:
- Technology, knowledge and innovation in water and agriculture management.
- Investments in improving water infrastructure.
- Improving the legal and regulatory framework for integrated water resources management.
For each scenario, including the baseline scenario, prepare information on existing and planned technologies in the field of water resources management and their climate effects:
- Technology name.
- Area used for irrigation for each crop (ha).
- Yield per crop (t).
- Water transport efficiency (%) compared to conventional irrigation (how much water loss is reduced).
- Specific water consumption (m3) per unit of land (ha) for each agricultural crop.
- Specific water consumption per unit of crop for each agricultural crop (m3/t).
- Yield efficiency for each crop (how much yield is increased in tons).
Required Skills and Experience
Education
- Master´s degree (or equivalent) in economics, water and agriculture, environmental management or another related field is required.
- Bachelor’s degree in combination with 2 years of relevant work experience will be given due consideration in lieu of Master’s degree.
Experience
- Up to 2 years (with Master´s degree) or minimum 2 years (with Bachelor’s degree) of relevant or associated experience in the area of climate change or environmental protection, preferably in climate risk assessment
Language
- Fluency in Russian and Turkmen is required.
- Working level of English is a strong asset.
Required Skills
- Computer literacy and ability to work with Microsoft Office programs (Word, Excel, PowerPoint, Outlook)
- Good understanding of national climate change legislation, especially on adaptation
- Good knowledge of the country's national development plans and priorities, especially in the area of environment and climate change
- Knowledge of the guidelines/methods/recommendations of the IPCC and other international organizations on climate change adaptation
Desired Skills
- Experience in collecting, analyzing/ processing of data and reporting on climate change adaptation is an asset
- Experience in similar projects for the development of project/program documents is an asset
- Experience of work with broad range of stakeholders on various levels (national, regional, community levels) is an asset
