Job Purpose
- Provide smooth and efficient HR support for the operations in the field.
- Supervise the day-to-day HR operations providing guidance, encouraging teamwork and facilitating related professional work processes in order to achieve high performance standards.
- Advise Supervisors/Managers on clarification of the Turkmenistan Labor legislation and its application.
Job Responsibilities
- Assist in preparing the yearly DOTL Manpower Plan within the allocated budget and timeline in coordination with Dubai HQ.
- Elaborate forecasts, identify perspective and current manpower needs.
- Ensure that the recruitment process is carried out in an efficient and timely manner and in accordance with the approved Company Recruitment Procedure.
- Maintain up-to-date knowledge of recruiting issues and trends, labor laws, and legislative initiatives.
- In coordination with Line Managers, determine current and perspective requirements in staff, contact enterprises of similar sector and employment services, inform employees on available vacancies, use mass media for placing advertisements on hiring employees.
- Supervise the process of screening, sorting & selection of the relevant candidates based on assessment of their qualification & competencies in coordination with Dubai HQ and in accordance with the approved Company Recruitment Procedure.
- Make arrangements for keeping personnel records, keep and store the required documents and employment record books, supervise keeping records of persons liable for military service (duty lists, reservists) in accordance with the established procedure.
- Review the requisition forms raised by Department/Section Heads on staff recruitment, employment change of status, introduction of new positions and salary change; as required.
- Sign (endorse) Employment Offer Form based on the Interview Assessment Forms completed and signed by an Interview Panel for the newly interviewed candidates.
- Review and sign internal HR memorandums.
- Strictly follow all the requirements of the Company HSE rules, policies and regulations & Comply with the Local and International HSE Rules and Regulations.
- Approach departments to collect information and documents required for fulfillment of job responsibilities – applications, letters of explanation, timesheets and other documents.
Education
- Bachelor’s Degree in HR Management, Business Administration, Management or any other relevant field subject to review at the time of hiring.
- Minimum 15 years’ experience including 5 years in supervisory position related to HR.
- Advanced domestic and overseas experience in HR management is preferred.
