Job Description / Qualification of HSEQ Officer cum Construction Supervision as per the details given below:
A. QUALIFICATIONS
- Bachelor’s Degree
- NEBOSH IGC or equivalent
- Turkmenistan Driving license.
B. EXPERIENCE
- 2 years’ experience in construction / Oil & Gas industry.
C. TRAININGS & CERTIFICATIONS
- ISO 45001, 14001, 9001 auditor certifications.
D. SKILLS
- MS Office 365
- Possesses excellent communication skills (both oral and written), strategic thinking, problem solving and good decision making.
- Familiarity with various PPE’s, Construction / Oil & Gas training related equipment
- Applicants must be flexible, fast-learner, and a good team player.
E. ADDED ADVANTAGES
- Experience in incident investigation.
- Experience in HSEQ Management System auditing.
- Language – Turkmen, Russian, English.
JOB DESCRIPTION
- Ensures that quality is being maintained on Health, Safety & Environment, Document Control, Training Materials such as presentations, handouts, equipment, etc, Company and course accreditations/registrations and Integrated Management System (IMS).
- Maintains IMS document control, safekeeping and storage.
- Records and maintains minutes of all employee meetings.
- Perform and leads the team in the Internal Audit for the Integrated Management System.
- Prepares monthly HSEQ Performance reports & other reports as maybe required.
- Ensures compliance with all applicable legislations and codes governing environmental health and safety.
- Plans, monitors, records and reports the conduct of safety related activities and emergency drills.
- Conducts Risk Assessment & Hazard Identification and maintains relevant records.
- Develops and implements accident investigation, data analysis, and recurrence prevention programs and procedures.
- Conducts on-site reviews and audits of operations and facilities.
- Recommends and implements corrective and preventive actions.
- Reviews registration and documents for regulatory and legal compliance.
- Responds and provides assistance to all emergency situations.
- Assist staff, at all levels to identify risks that potentially threaten achievement of objectives, to assess those risks and assist in the design of appropriate mitigation strategies, internal control frameworks, policies and procedures.
- Alert management to emerging risks and advise on the appropriate response and the necessary changes to governance arrangements.
- Execute the annual plan of audits including convening, preparing and facilitating audit workshops, risk treatment action plans, findings summaries, Audit reports and reports to third parties.
- Participate in the evaluation of networking and customer relationships, third party providers for services, including security and training services.
- Advise Audit and Insurance & Risk Management on the procurement, maintenance and operation training equipment, tools and materials.
- Other related duties as may be assigned.
- Observes and complies with company health and safety policies and procedures.
- Translation of documents from local language to English and vice versa based on requirements.
Pre-Operational Tasks
- Involve in planning of construction activities.
- Coordination between Management & construction team.
- Ensuring the Quality & HSE implementation during the construction activities.
- Foresee, Intervene, and take appropriate action to ensure the construction activities are progressing as planned.
