Objective and Purpose

The GAT closely cooperates with the Academy of Civil Service of Turkmenistan (ACS), supporting its efforts to enhance the skills and knowledge of civil servants. This support helps them effectively implement laws, policies, and public administration reforms through targeted training and educational resources. To further these goals, GAT is seeking an expert with up-to-date international experience to deliver a four-day long comprehensive online course on Commercial Arbitration and Mediation for ACS students and trainees.

Subject Expertise and Qualifications:

  • Demonstrated expertise and at least 5 years of experience in the field of International Commercial Arbitration and Mediation.
  • Prior experience in teaching or conducting online courses.
  • Strong communication skills.
  • Availability: Must be available to commit three (3) hours a day for four days (October 28 – 31, 2024).
  • Technical Skills: Proficiency in using online teaching platforms and tools.
  • Cultural Sensitivity: Familiarity with the Central Asian region and its administrative structures is a plus.
  • Education: Advanced degree (master’s or higher) in law, arbitration, or a related field.

Key Responsibilities

Course Development:

  • Design detailed course materials for the International Commercial Arbitration course tailored to the needs of mid-career civil servants.
  • Comprehensive course materials, including Power Point presentations, readings, case studies, and assessments.

Course Delivery:

  • Conduct live online sessions, facilitate discussions, ensuring engagement and interaction with the ACS students and trainees.
  • Provide pre-recorded lectures as needed.

Assessment and Feedback:

  • Design and administer assessments to evaluate course participants’ understanding and progress.
  • Provide constructive feedback on assignments and tests.
  • Monitor and report on course participants’ progress and engagement.

Support and Mentoring:

  • Offer guidance and support to students and trainees throughout the course.
  • Provide additional resources and readings for students interested in deeper exploration of topics.

Coordination:

  • Coordinate with the USAID/GAT staff for course scheduling and any technical issues.
  • Participate in online meetings with the USAID/GAT staff to discuss course progress and any challenges.

Deliverables:

  • Course Plan: Detailed course program and lesson plans.
  • Course Materials: Lecture slides, reading materials, case studies, and any supplementary resources.
  • Assessments: Quizzes, assignments, tests, and grading rubrics.
  • Reports: Final report on course participants’ performance and online course feedback.
  • Developed Guidelines on Commercial Arbitration and Mediation, tailored to local business behavior and practice.
  • Academic research materials provided to ACS to support the continuous education and application of commercial arbitration practices.
