Tasks and Responsibilities:

Under the overall supervision of the Political Officer, the successful candidate will be tasked with the following duties:

  • Maintains communication with the government agencies and beneficiaries regarding PMD project proposals and activities in line with the approved UBP and secures participation of the host country representatives in OSCE events in Turkmenistan and abroad;
  • Arranges official visits, study trips and conferences by administering and monitoring the provision of conference services and logistics issues, with the goal of implementing the PMD’s programmatic and project activities;
  • Compiles background material and drafts papers for seminars and conferences, correspondence, reports, evaluations, analyses and justifications, which may be of confidential nature within the assigned areas of responsibility.
  • Receives and reviews relevant financial reports, communicates with implementing partners and coordinates the compliance of financial reports with actual budget of projects;
  • Initiates and follows up on various procurement requests, generates Purchase Requisitions and Receipts for goods and services in IRMA/ORACLE at the request of the Programme Manager and maintains records of project expenditures.
  • Drafts input to promote the visibility of PMD activities on the OSCE website, and other informational tools.

Necessary Qualifications:

  • Minimum four years of relevant experience in office and project management and administration, preferably in international organizations or companies.
  • Experience in record management, information collection, reporting and translation.
  • Professional fluency in English, Russian and Turkmen with excellent communication (both oral and written) skills;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.

Education:

  • Completed secondary education
