EU Delegation to Turkmenistan is looking for Project Officer

Main tasks and duties:
- Provide support to the Programme Officer at the EU Delegation to Turkmenistan and the Cooperation section at the EU Delegation to Kazakhstan;
- Contribute to various office administration processes, information systems, procurement procedures, budgetary and financial, as well document and archive management;
- Establish and maintain contact with local authorities, international organisations and EU Member States' embassies and other relevant stakeholders for the functioning of the Delegation;
- Prepare, register and dispatch various diplomatic correspondences and internal notes;
- Register of arriving and departing expatriate staff and their dependent family members (including those of international experts of EU supported projects) with the State Migration Service;
- Provide support to regional projects and programmes funded by the EU;
- Maintain and update contact and distribution lists;
- Schedule meetings, coordinate conflicting schedules, book meeting rooms, set up conference calls and take messages and minutes during meetings;
- Screen and respond to general inquiries via telephone or e-mail, relay messages;
- Welcome and assist visitors in accordance with security regulations of the Delegation;
- Sort and distribute incoming mail and deliveries, prepare outgoing mail;
- Assist staff and visitors in the organisation of missions and high-level visits (travel arrangements, transportation, interpretation, appointments, expenses, protocol issues, encoding, secretarial support, advise on the applicable rules and procedures, etc.);
- Provide translation and interpretation services if requested;
- Assist in analysing and summarising documents;
- Assist in the organization of various project-related activities of the Delegation;
- Assist in research on subjects of interest to the EU sectoral policies and in preparation of reporting;
- Contribute to an efficient coordination of work with Personal Assistant to the Head of Delegation, the Secretariat and other colleagues of the Delegation;
- Act as a back up to the Assistant of the Cooperation section in Kazakhstan;
- Perform other tasks as requested by the Head of the EU Delegation to Turkmenistan, Head of Cooperation of the EU Delegation to Kazakhstan and the Programme Officer at the EU Delegation to Turkmenistan according to the needs of the service.
Minimum requirements
- Have a level of education which corresponds to completed university studies of at least 3 (three) years in a relevant field attested by a diploma (e.g. International Relations/International Studies, Political Science, Development Studies, Public Administration or Public Policy, Economics or Development Economics or similar);
- After obtaining the minim required education level, candidates must have at least 2 (two) years of professional experience relevant to main tasks of this position;
- Has a very good knowledge of the working language of the Delegation - English (minimum ability to understand C1, ability to read C1, ability to speak C1, ability to write C1 according Common European Framework of Reference for Languages - Self-assessment grid available at https://europass.europa.eu/en/common-european-framework-reference-language-skills);
- Has a very good knowledge of Russian language (ability to understand C1, ability to read C1, ability to speak C1, ability to write C1 according Common European Framework of Reference for Languages - Self-assessment grid available at https://europass.europa.eu/en/common-european-framework-reference-language-skills);
- Has a sufficient knowledge of Turkmen language (ability to understand C1, ability to read C1, ability to speak C1, ability to write B2 according Common European Framework of Reference for Languages - Self-assessment grid available at https://europass.europa.eu/en/common-european-framework-reference-language-skills);
- Independent/Advanced user of Microsoft Office Word, Excel, Outlook, PowerPoint and Internet browser;
- Enjoys civil rights and permits for employment under local law;
- Medically fit to perform the required duties (in the case of an external recruitment, The successful candidate shall undergo a pre-recruitment medical examination before the contract is signed in accordance with Joint Decision C(2019) 5686 of the Commission and the High Representative of the Union for Foreign Affairs and Security Policy of 7.8.2019 on the Conditions of Employment of Local Staff of the European Union engaged in places outside the European Union (LA-CE), in particular Article 4 and Chapter 7.).
Assets
- Professional experience in a diplomatic or international mission;
- Knowledge of another EU language.
