ADB in Turkmenistan Seeks a Sector and Technical Advisor on Innovation and Project Readiness

The Asian Development Bank (ADB) is supporting Turkmenistan through the TA on Catalyzing Innovation and Strengthening Project Readiness and Implementation to provide rapid, flexible responses to emerging development priorities.
ADB will engage an experienced national individual consultant to support the coordination, implementation, and capacity-building activities under the small-scale knowledge and support technical assistance (SSTA), in accordance with the ADB Procurement Policy (2017, as amended from time to time) and associated staff instructions. The consultant will provide intermittent inputs based on implementation needs and will play a key role in strengthening institutional capacity by supporting training activities, knowledge sharing, and day-to-day engagement with government counterparts.
Qualifications:
- Advanced degree in a relevant field.
- At least 10 years of experience capacity building or another relevant field.
- Strong organizational or logistical skills. Prior events management experience is a plus.
- Demonstrated understanding of processes and protocols of the Government of Turkmenistan.
- Demonstrated experience managing donor-funded technical assistance projects, ideally with ADB or similar organizations.
- Strong familiarity with the procedures of ADB or similar organizations.
- Proven ability to lead teams and work collaboratively with multidisciplinary stakeholders.
- Excellent written and verbal communication skills in English, Russian, and Turkmen are required.
- Prior work experience with ADB or another Multilateral Development Bank is highly preferable.
