Asian Development Bank (ADB) requires National Monitoring and Evaluation (M&E) Specialist

The Asian Development Bank (ADB) has been a long-standing development partner of Turkmenistan. ADB is committed to supporting the country’s vision of transforming into a more sustainable, resilient, and competitive economy while enhancing regional connectivity.

On 24 September 2025 ADB approved its first health sector investment in Turkmenistan - Improving Nursing Quality and Capacity Project (INQCP). The project will support improving the quality of nursing education in Turkmenistan through the design and construction of a new and climate-resilient Ashgabat Nursing School building with state-of-the-art facilities.

The attached TA will support the INQCP implementation through three interrelated outputs namely: (i) quality of nursing education and training improved, (ii) role of nurses and health service delivery strengthened, and (iii) government capacity for health project implementation and policy development improved.

Under the overall direction of the Executing Agency, a National Monitoring and Evaluation (M&E)

Specialist will be engaged to support the effective implementation, monitoring, and reporting of the project in line with Government and ADB requirements. The Specialist will work closely with the Project Implementation Unit (PIU), relevant ministry departments, and national and international consultants to ensure that project monitoring and evaluation activities are carried out effectively and according to schedule.

Qualifications:

The M&E Specialist shall hold a postgraduate degree in social sciences or a related discipline and have at least five (5) years of relevant experience in monitoring and evaluation, reporting, and/or project communications. The Specialist will be responsible for supporting effective project monitoring, performance tracking, and reporting with Government and ADB requirements.
