The Asian Development Bank (ADB) has been a long-standing development partner of Turkmenistan. ADB is committed to supporting the country’s vision of transforming into a more sustainable, resilient, and competitive economy while enhancing regional connectivity.

In September 2025 ADB approved its first health sector investment in Turkmenistan - Improving Nursing Quality and Capacity Project (INQCP). The project will support the modernization of nursing education in Turkmenistan through the design, construction, and equipping of a new climate-resilient Ashgabat Nursing School, improvements to nursing education and training, and strengthening of the role of nurses and midwives in health service delivery.

The attached TA will support the INQCP implementation through three interrelated outputs namely: (i) quality of nursing education and training improved, (ii) role of nurses and health service delivery strengthened, and (iii) government capacity for health project implementation and policy development improved.

National Gender Specialist will ensure integrating gender equality into project planning, implementation, and monitoring in line with the Gender Action Plan and Design and Monitoring Framework. S/he will ensure gender-responsive design, training, policy and curriculum development, and assists in data collection, surveys, and capacity building for project staff and stakeholders. The assignment also includes monitoring and reporting on gender targets, strengthening institutional capacity, and providing ongoing support to ensure effective gender mainstreaming throughout the project.

Qualifications:

The Gender Specialist will have postgraduate degree in social sciences or related discipline and at least 5 years’ experience in gender and social analysis, operations and mainstreaming.
