Ministry of Road Construction of Turkmenistan Announces International Tender for Construction of Ashgabat–Dashoguz Highway

The Ministry of Road Construction of Turkmenistan, on behalf of the Tender Committee, hereby announces an international open tender for the following lots:

Lot No.6 – New construction and reconstruction of Section I (km 0–155) of the Ashgabat–Dashoguz highway

Lot No.6A – New construction and reconstruction of Section II (km 155–285) of the Ashgabat–Dashoguz highway

Lot No.6B – New construction and reconstruction of Section III (km 285–415) of the Ashgabat–Dashoguz highway

Lot No.6Ç – New construction and reconstruction of Section IV (km 415–546) of the Ashgabat–Dashoguz highway

Lot No.6D – Construction of a new road bridge along the Ashgabat–Dashoguz highway alignment

Lot No.6E – Reconstruction of existing road bridges along the Ashgabat–Dashoguz highway alignment.

Interested bidders are invited to apply at the following address: Ministry of Road Construction of Turkmenistan, 95 Azadi Street (2011), Ashgabat, Turkmenistan:

• to submit a written application expressing interest in participation in the tender (applications from bidders registered in or holding bank accounts in offshore jurisdictions will not be accepted), indicating the full legal name, legal status, country of registration, and bank details of the bidder;
• to review the Law of Turkmenistan “On Tenders for the Supply of Goods, Performance of Works and Provision of Services for State Needs”, excerpts from the “Tender Procedures”, and the list of documents required for participation;
• to obtain the lot specifications, technical requirements, and key contractual terms;
• to receive an invoice for payment of a participation fee in the amount of USD 1,500 (excluding VAT and bank charges), or the equivalent in Turkmen manats, per lot.

Tender proposals shall be accepted within 30 (thirty) working days from the date of official publication of this tender notice in the “Neutral Turkmenistan” newspaper, but no later than 16:00 local time on the 30th working day.

Late submissions will not be considered.

Bank details for payment will be provided upon submission of the written application.

One sealed envelope containing the full technical proposal and one sealed envelope containing the financial proposal, both duly stamped, must be delivered to the above address from the date of publication and will be considered only upon receipt of the participation fee. The tender envelope must include electronic copies of the application form, key contractual terms (in Word format), and the techno-economic specification (in Excel format).
