Turkmenistan Increases Fines for Unauthorized Street Trade

Turkmenistan has increased fines for street trading and the provision of services in unauthorized locations, state media reported Friday. President Serdar Berdimuhamedov signed a law on April 11, 2026, amending the Code of Administrative Offenses of Turkmenistan. The changes will take effect May 1.

Under the revised Article 322, selling goods or providing services on streets, squares, in courtyards, at entrances to residential buildings, and in other locations not designated under Turkmen law is now subject to a warning, confiscation of goods involved in the offense without compensation, or a fine ranging from one-half to one base unit.

Previously, such violations were punishable by fines ranging from 0.3 to 0.5 of a base unit.

The base unit used to calculate fines in Turkmenistan is currently set at 100 manats.
