Foreign companies planning to participate in exchange trading in Turkmenistan must register and provide documents confirming their legal status. For many companies, this is one of the first practical steps when entering the SCRMET.
Document legalization is required to verify information about a foreign company and confirm the authenticity of submitted documents. The exchange’s Financial Monitoring Department reviews the information provided by companies, taking into account their activities and transactions. The review helps identify inaccurate information and ensures transparency in dealings with exchange participants.
The document requirements are intended to help the exchange verify participant information and ensure transparent work with foreign companies.
Foreign legal entities registering with the exchange’s Financial Monitoring Department must provide:
- an application addressed to the Chairman of the SCRMET;
- notarized or consular-certified copies of the company’s founding documents, including its charter and any amendments, if applicable;
- a current extract from the company registry for 2026, certified by a notary or consular service;
- a completed questionnaire for legal entities.
Documents may be certified either by a notary or a consular service, with both options considered equivalent for registration purposes. In practice, notarization generally takes less time.
Individual entrepreneurs have a separate questionnaire and document package. The exchange’s website provides separate application and questionnaire forms for legal entities and individual entrepreneurs. Applicants should use the form corresponding to their legal status.
All documents submitted to the SCMET must be translated into Turkmen, the state language of Turkmenistan, and certified by a translation bureau.
The legalization process can be completed online through a personal account on the SCRMET’s website. Applicants can enter the required information, upload documents, and download application forms and templates. Additional documents can also be submitted if necessary.
One advantage of online submission is the opportunity to have documents reviewed in advance. Before finalizing and submitting the documents, applicants can upload them through their personal accounts in accordance with the required list. Specialists from the exchange’s Financial Monitoring Department may conduct a preliminary review and notify applicants of any discrepancies or errors. This allows applicants to make corrections in advance and avoid preparing the documents again.
The legalization process can also be completed in person. A foreign company can issue a power of attorney to its representative in Turkmenistan and provide a copy of the representative’s passport. The representative can submit the documents directly at the exchange’s building. Documents can also be provided to specialists for preliminary review before final submission.
