UNEP, UNOPS to Implement Blueing the Caspian Sea Project

The “Blueing the Caspian Sea” project, aimed at improving the environmental condition of the Caspian Sea, will be implemented by the U.N. Environment Programme (UNEP) and the U.N. Office for Project Services (UNOPS), according to Dmitry Shlapachenko, U.N. resident coordinator in Azerbaijan, reported AzerNews.

According to Shlapachenko, the project’s main goals are to strengthen pollution monitoring in the Caspian Sea, protect biodiversity and promote regional environmental cooperation. The initiative will also help strengthen the scientific and institutional capacity of Azerbaijan and other neighboring countries to protect the Caspian Sea.

According to the Global Environment Facility (GEF), implementation of the “Blueing the Caspian Sea” project was approved on Jan. 26, 2026. The project covers Turkmenistan, Azerbaijan and Kazakhstan and focuses on strengthening pollution monitoring and biodiversity conservation in the Caspian Sea. The GEF provided a grant of $11.74 million for the project.

The national track of the project is implemented by the World Bank and executed by UNOPS. UNEP is working on the regional track. According to UNOPS, the project aims to strengthen pollution monitoring systems, environmental data and biodiversity conservation planning capacities at the national level.
