Overall Objective and Purpose

GSP supports the implementation of Turkmenistan’s Law on Pastures (2015) and joins efforts with its partner – National Institute of Deserts, Flora and Fauna under the Ministry of Environmental Protection of Turkmenistan in increasing capacity of civil servants and incorporating best local and international practices in sustainably managing millions of hectares of pastures in Turkmenistan, as well as progress the country’s economy by risk-free management of the livestock capita.

The overall objective of the assignment is to assist the Ministry of Environmental Protection of Turkmenistan in strengthening the regulatory framework in the field of pasture management, promotion of the state environmental policy of Turkmenistan, including issues of pasture management and livestock development in the country.

In this regard, GSP is announcing a short-term recruitment of a local legal consultant to develop three by-laws to the Law of Turkmenistan on Pastures (2015).

Responsibilities

  • Analyze laws, by-laws and other state strategic documents related to state environmental policy of Turkmenistan, including pasture management and livestock development in the country.
  • Develop three draft by-laws arising from the requirements of the Law of Turkmenistan "On Pastures" (2015)
  • Provide the draft by-laws along with the final report to the GSP.
  • Assist GSP in submission of draft by-laws to the National Institute of Deserts, Flora and Fauna under the Ministry of Environmental Protection for further submition to the Ministry of Environmental Protection.

Minimum Qualifications

Education:

  • University Diploma on Law and more than 10 years of proven experience in the field of development of national laws and by-laws.

Work Experience:

  • At least 10 years of experience in development of national laws and by-laws, providing comments on existing laws and delivering legal analysis.
  • At least 10 years of proven work experience in providing consultations on compliance with the national legislation, registration of CSOs, and recommendations on additions and amendments to the national legislation to CSOs, government entities of Turkmenistan
  • Strong analytical and efficient communication skills
  • Excellent Turkmen and/or Russian speaking and writing skills required.
