GSP searches for International Consultant on delivering seminars on Local Self-Governance Development

Overall Objective and Purpose

One of USAID GSP's main components is improving knowledge and skills of civil service professionals and application of international best practices that contribute to strengthening public services. In this area, GSP cooperates with the Institute of State, Law, and Democracy of Turkmenistan.

In March 2023, elections of deputies of the Mejlis of Turkmenistan, members of the Khalk Maslakhaty (local representative bodies) and Gengeshes (local self-governance bodies) for velayats, etraps and cities were held. The Institute of State, Law, and Democracy implements plentiful tasks related to strengthening civil and administrative law, local self-government, and coordination with governmental organizations to meet national and international commitments in various fields.

The Government of Turkmenistan has engaged GSP to deliver the seminars for elected representatives in all regions of Turkmenistan and the city of Ashgabat on the topic: “Local Self-Governance Bodies – National and International Practices”. In this regard, the project plans to hire an international consultant to complete this assignment.

USAID GSP, in close cooperation with the Institute of State, Law, and Democracy under the President of Turkmenistan will organize five above-mentioned seminars.

The aim of the seminars: Introduce international and discuss national best practices on local self-governance, get a feedback and recommendations from the participants on strengthening national legislation and enhancing local practices.

Description of Responsibilities

In accordance with the above-mentioned objective of the assignment and under the supervision of the GSP Chief of Party and Governance Specialist, in close coordination with the Institute of State, Law, and Democracy, the International Consultant will work to complete the following tasks:

Develop an agenda in Russian language for delivering one-day seminars in 4 regions of Turkmenistan and Ashgabat city. The agenda will include information on:

  • Objectives of the seminar
  • Expected outcomes
  • Agenda

Provide PDF presentations in Russian language not later than 2 weeks in advance before the start of the first seminar for GSP and Institute of State, Law and Democracy’s review and feedback. It is expected that presentations will include, but not be limited to the topics on:

  • Definition of local self-governance, Legal basis, and Terminology
  • Best models of local-self-governance in other countries
  • Best models of interaction of local self-governance bodies with various governmental institutions

Deliver 5 online seminars.

Provide the report on conducted seminars including list of participants, brief description of the course of the seminars and participants’ feedback, and consolidated recommendations.

Minimum Qualification

Education:

  • Master’s degree in Public Administration, Law, International Relations, or related fields.
  • A postgraduate degree in these disciplines will be an asset.
  • Additional professional training on local governance administration is an advantage.

Work Experience:

  • At least 7 years of working experience in public administration and/or local self-governance.
  • Proven experience on providing on-line presentations and facilitating online discussions for adult audience.
  • Excellent understanding of the environment and context required for local self-governance development in Central Asia and Eastern Europe and Caucasus.
  • Publications on the topics related to local self-governance development, public administration and similar areas will be an asset.
  • Strong analytical skills.
  • Ability to receive/integrate feedback.
  • Results driven, ability to work under pressure and meet required deadlines.
  • Written and oral knowledge of Russian language is required, a good working knowledge of English is required.
