Duties and Responsibilities

The Project Analyst, as the lead expert of the project, is responsible for the overall day-to-day coordination of all aspects of the project at the national level under the supervision of the UNDP Environment & Energy Program Analyst and in collaboration with the Programme Associate. The Project Analyst directs the work of project consultants, working groups and is fully responsible for the effective implementation of all project activities. The Project Analyst ensures timely and rational planning, control and monitoring of project activities in accordance with the UNDP procedures in the field of planning, monitoring and reporting. Under the guidance of the UNDP Environment & Energy Programme Analyst and Programme Associate and with the help of various national and international consultants, as well as project partners, the Project Analyst will manage the project activities developed in the project document, specifically those outlined in the Annual Work Plan of the project for the remining period and will be responsible for the timely and complete implementation of these results. The Project Analyst is responsible for preparing reports on the progress of implementation, approved project activities, provides expert support and monitors the execution of subcontract works by maintaining direct contact with the Institute of Seismology, which is the Executive Partner of this project.

The overall goal of the Project Analyst work is to successfully implement the project in accordance with the goals, work plan and budget contained in the project document, including the following specific tasks:

  • Ensure effective planning and implementation of the project with the participation of all stakeholders through effective cooperation with relevant government agencies, scientific societies, NGOs and other stakeholders on project activities and establishing and maintaining links and relationships with national and international project partners;
  • Organization and assistance in carrying out activities related to the project, if necessary. This may include planning meetings of local and national seminars, consultations, business trips and other activities related to the project;
  • Organization of preparation of terms of references and contracts for national and international experts and consultants in consultation with the National Partners and UNDP and further monitoring of the work of project experts, including international and national consultants;
  • Assistance in procurement of goods and services via UNDP Quantum, including preparation of necessary strategies, justifications and other relevant narratives;
  • Ensuring the preparation of technical reports in accordance with the requirements of UNDP and forms of monitoring and reporting;
  • Ensuring control of timely execution of works and the dissemination of information about the project to all stakeholders;
  • Creation and management of mechanisms, exchange of experience and lessons learned at the national level;
  • Coordination, monitoring and responsibility for the implementation of the approved annual work plan for the project;
  • Developing relationships with other stakeholders and other programs, if necessary;
  • Preparation of annual reports to be submitted to the Project Board (PB), participation in the PB and submission of current project reports and timely informing UNDP of any problems that arise during the implementation of the project;
  • Preparation of the final report on the project, which will be submitted to the Project Board;
  • Leading the Project Closure procedures and managing the transfer of project results, documents, files, equipment and materials to national partners.

Required Skills and Experience

Education:

  • Master's degree in the field of seismology, disaster risk reduction, seismic construction, design, environment, civil engineering, architecture or other industry directly related to the project.
  • Bachelor's degree with additional two years of relevant experience will be given due consideration in lieu of Master's degree.

Experience:

Up to 2 years (with Master’s degree) or minimum 2 years (with Bachelor’s degree) of relevant experience in disaster risk reduction, seismic construction, architecture, civil engineering or other related field.

Required Skills:

  • Good technical understanding of the issues of seismology, disaster risk reduction, urban planning and planning, and understanding of the role, activities and priorities of the Government of Turkmenistan in this area;

Desired Skills:

  • The ability to use information technology as a tool and resource;
  • Computer literacy and ability to work with Microsoft Office programs (Word, Excel, PowerPoint, Outlook);

Languages:

  • Fluency in Russian (reading, writing and speaking skills);
  • Knowledge of Turkmen and English languages will be considered as a strong advantage.
