VACANCY ANNOUNCEMENT: EDUCATIONUSA ADVISER / COUNTRY COORDINATOR ASHGABAT, TURKMENISTAN

SUMMARY

American Councils for International Education is seeking an EducationUSA Adviser or EducationUSA Country Coordinator for Ashgabat, Turkmenistan. The position is responsible for managing the EducationUSA Advising Center in Ashgabat, facilitating the country-wide Opportunity Program, providing consultations on and promoting higher education in the United States, and providing technical support to all projects and initiatives related to U.S. higher education in Turkmenistan. If the position is offered as a Country Coordinator, the position will also supervise 3 regional EducationUSA advisers and set the strategic vision for advising in Turkmenistan with the input of senior staff and U.S. Embassy personnel. This position reports directly to the Director of Higher Education Programs in Turkmenistan but requires frequent coordination with other American Councils staff. The job is great for someone who has project organization experience and enjoys a fast-faced, challenging work environment.

RESPONSIBILITIES

  • Respond to inquiries and correspondence related to U.S. higher education opportunities;
  • Support, through advice and technical feedback, the independent applications of individuals interested in studying at U.S. higher education institutions;
  • Facilitate the Opportunity Program in Turkmenistan;
  • Perform outreach to audiences with potential interest in higher education opportunities in the U.S., especially previously underserved populations;
  • Organize and conduct workshops, presentations, seminars, fairs, and other projects related to access to U.S. higher education;
  • Provide information on common standardized tests required for admission to U.S. colleges and universities;
  • Handle all logistical issues such as securing locations, preparing materials, and contacting participants for advising projects;
  • Provide information about and consultations on Opportunity Funds Program and other special initiatives to promote higher education in the U.S.;
  • Ensure the EAC always contains fresh and accurate information about higher education opportunities in the U.S.;
  • Providing oversight and administrative support as supervisor of the Educational Advising Centers, regional advisers and other EducationUSA related staff;
  • Assist U.S. higher education institutions with reaching out to audiences in Turkmenistan;
  • Assist with the Prep4Success program by administering the EducationUSA portion of the Level 2 curriculum, administering the UCA program, and acting as part of the financial review committee for the TopUp scholarship;
  • Monitor and evaluate project progress;
  • Perform other related duties as required and assigned by the Country Director, REAC, or Director of Higher Education Programs in Turkmenistan.

Additional Responsibilities for the Country Coordinator:

  • Develop and submit grant and progress reports to American Councils headquarters and the Regional Education Advising Coordinator (REAC);
  • Oversee program operations in all provincial capitals of Turkmenistan;
  • Supervise and oversee training for regional Advisers and other EducationUSA staff;
  • Provide oversight for country-wide activities promoting higher education opportunities in the U.S.;

QUALIFICATIONS

  • Knowledge of U.S. culture and U.S. higher education system (experience participating in it preferred);
  • Strong writing, communication, cross-cultural, and interpersonal skills;
  • Fluent in English, Turkmen, and Russian;
  • Experience planning and implementing events and/or projects;
  • Experience teaching or training;
  • Strong leadership skills and ability to organize, encourage, inspire, and motivate peers;
  • Computer skills, including strong knowledge of Word, Excel, and Power Point;
  • Ability to work independently, manage multiple priorities, and contribute to a team effort;
  • Proven effectiveness in a cross-cultural work environment;
  • Initiative, creativity, and passion for helping persons achieve their academic goals.

Additional Qualifications to be considered for the Country Coordinator Role:

  • At least 5 years of experience supporting students or government grant programs;
  • Monitoring and Evaluation training;
  • Supervisory experience, preferred
