Duties and Responsibilities

  • Assist the Team Leader for NC4/BUR1 in preparing a work plan for relevant activities (impact, vulnerability, and adaptation).
  • Collection, analysis of available multi-year data and development of methods for processing large data sets using modern methods of statistical processing of hydrometeorological data.
  • Meeting with and interviewing in the offline format (and in the presence of any strict restrictions - in the online format) the representatives of the Department of Hydrometeorology of the Ministry of Agriculture and Environmental Protection in order to check the availability, collect hydrometeorological data, which include the following climatic parameters: maximum, minimum and average air temperatures, humidity, pressure, wind, precipitation, snow cover, the total ozone content, abnormal hydrometeorological phenomena, and other weather and climate characteristics that have representative and accessible data.
  • Meteorological data collection including the maximum number of meteorological stations and the maximum number of meteorological parameters for the period of 1950-2021.
  • To develop a template based on the modern methods of mathematical processing and database for computer system for input-output, processing, storage and printing of hydrometeorological data.
  • Development of calculation methods for the assessment of climatic indicators.
  • Collection of meteorological data (maximum, minimum and average air temperatures, humidity, pressure, wind, precipitation, snow cover, etc.) from various data sources (Official Hydromet data in various media: paper media, electronic media, and from various other databases).
  • Create a climate database that guarantees working with long-term data (period 1950-2021)  and large data sets, including all possible meteorological parameters listed above 25 or more meteorological stations in Turkmenistan.
  • Develop a method of numerical calculations for a comparative analysis of the listed indicators for all stations and years among themselves.
  • Carrying out actual climate assessment and trend analysis.
  • Perform calculations, print out the results and build graphs of average monthly and annual air temperatures for all presented stations.
  • Perform calculations, print out the results and build graphs of average ten-day air temperatures for all presented stations.
  • Determine, print out the results and build graphs of the dates of transition of the average daily air temperature through 0, 5, 10, 15, 20, 25 and 30º and the duration of periods with temperatures above the specified limits for all provided stations.
  • Perform calculations, print out the results and build graphs of the sums of positive average daily air temperatures for the period with temperatures above 0, 5, 10, 15º on a cumulative total on the last day of the decade for all presented stations.
  • Perform calculations, print out the results and build graphs of absolute maximum air temperatures for months and a year for all presented stations.
  • Perform calculations, print out the results and build graphs of the absolute minimum air temperatures for months and a year for all the presented stations.
  • Perform calculations, print out the results and build graphs of the dates of the last and first frosts and the duration of the frost-free period for all presented stations.
  • Perform calculations, print out the results and build graphs of all submitted data from all meteorological stations.

Required Skills and Experience

Education:

  • Master's degree in environmental management, natural or technical science or any related field is required.
  • Bachelor's degree in combinations with 2 years of qualifying experience will be given due consideration in lieu of Master's degree.

Experience:

  • Minimum 2 years (with Bachelor's degree) of progressive working experience in the area of climate change or environmental protection, preferably in climate risk assessment.

Languages:

  • Fluency in Russian and Turkmen is required.
  • Working knowledge of English will be an asset.

Required skills:

  • Good knowledge of the country's national development plans and priorities, especially in the area of environment and economic development.
  • Experience in similar projects for the development of project/program documents.
  • Experience of work with broad range of stakeholders on various levels (national, regional, community levels).
  • Computer literacy and ability to work with Microsoft Office programs (Word, Excel, PowerPoint, Outlook).

Desired skills:

Experience in collecting, analyzing/ processing of data and reporting will be an asset.
