Objective of Assignment:

The expert/consultant will develop two legal acts, as well as analyse two legal acts - in accordance with WTO norms and requirements.

Duration of Assignment:

Fifteen (15) working days in the period from 1 November 2023 – 30 November 2023

Tasks and Responsibilities:

Under the supervision of the Centre’s Economic and Environmental Officer (EEO), the consultant will

1) Draft the following model laws (in Russian) in accordance with international standards, including WTO norms and requirements:

  • Law "On Special Protective, Anti-dumping and Countervailing Measures in Import of Goods"
  • Law "On Competition”

2) Analyse the following laws (in Russian) on their compliance with WTO norms and requirements:

  • The Trade Activities Act
  • Law "On Certification”

3) Send the elaborated and analysed draft Laws to the CiAsh for further forwarding to national beneficiaries for comments/suggestions/questions.

4) Elaborate the Laws (in Russian) in accordance with the comments/remarks/proposals received from the national beneficiaries and submit the final draft documents to the CiAsh.

Necessary Qualifications:

  • University degree in the fields of Laws, Trade, Economics, International Relations or other relevant areas;
  • Minimum 8 years of relevant professional experience, including in the development of legislation in the Trade Facilitation and other relevant fields;
  • In depth knowledge of international standards and legislation, including soft law standards, in the respective areas, knowledge of relevant strategic documents and legislation of countries with a similar context (undergoing the WTO accession process and/or developing trade facilitation mechanisms) is an asset;
  • Professional fluency in Russian (fluency in English will be an asset).
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.

The invoice shall be submitted to the OSCE Centre in Ashgabat after completion of assigned tasks and not exceed the total amount EUR 6,000 (EUR 400 x 15 days)
