Job Purpose

  • Assist with implementation and maintenance of the Company’s Oil Spill Response (OSR) capabilities.
  • Execute the operational elements of oil spill containment and clean-up. Apply suitable strategies selected by OSR Coordinator and utilize available resources allocated to meet the incident objectives based on the best practices and Company’s approved Oil Spill Contingency Plan (OSCP).
  • Assist Line Supervisor with strategic management, HSE initiatives in the field of the oil spill response within Company’s operation and operational personnel following approved safety practices.
  • Assist Line Supervisor in liaising between the Company Management and the community, state organizations, and other establishments on the questions of oil spill response activities.
  • Provide administrative and technical assistance to Line Supervisor in execution of specific functional tasks for the HSE department.

Job Responsibilities

Assist Line Supervisor with coordinating oil spill response activities in collaboration with both internal parties and external authorities according to the approved plan, including but not limited to:

Documentation

  • Assist with the up-to-date revision of the Company’s OSCP. Maintaining the Log on the existing oil spill response capabilities and incident situations.
  • Maintain and update oil spill response equipment (OSRE) maintenance record, prepare Equipment Failure & Equipment Status Reports to ensure timely rectification and operationalization of OSRE.

Alert

  • Perform physical checks of all OSRE, identify & coordinate availability of spare parts in order to meet maintenance requirements and ensure its operability.
  • Issue work request for maintenance for the Company’s oil spill capabilities – maintenance of the checklist for the conducted maintenance and disposal of the oil spill equipment.  Conducting quarterly oil spill drills to check the capabilities. Assist in the potential requirement for further oil spill response resources. Request additional technical staff with suitable experience / training to fulfil roles within the Operations Team and delegate team objectives to them.

Response

  • Assist with planning and organization of the Operations Team's work. Assist Line Supervisor in evaluation of the incident’s potential based on all information available. Determine the oil spill tier level and applicable response strategies in reference to the Spill Assessment and Response Strategy Selection. Implement the Incident Action Plan for the Operations Team. Seek specialist expertise and support as required. Ensure all preparations are made to assist and support the arrival of additional resources and personnel.
  • Maintain tabulated list of members of Oil Spill auxiliary teams and maintain record of their trainings and availability on site.
  • Assist with determination of the effectiveness of the response strategies being employed. Provide required information for inclusion in the Incident Action Plan. Provide support for the incident investigation and analysis as required.

Maintenance & Operation

  • Ensure technical serviceability of the OSRE prior to and after an oil spill by performing routine inspection, maintenance, service and repair according to Original Equipment Manufacturer (OEM) recommendation in order to ensure that practices for safe and reliable operation of OSRE are adhered to.
  • Ensure conformity of the operations to the requirements of the state authorities;
  • Provide technical expertise on the existing state OSR-related regulatory and legislative acts, requirements and standards, as well as monitor relative legislative amendments and new regulatory publications;
  • Assist as required during state environmental and fire safety inspections at the Company facilities, in collaboration with Line Supervisor and HSED personnel;
  • Facilitate the Line Supervisor in organizing events, meetings and conferences in which the Company takes part;
  • Assist the Line Supervisor in communication within the Company on the OSR-related issues;
  • Assist the Line Supervisor in communication on the OSR-related compliance issues, including the regulatory requirements and concerns, between the state regulating authorities and the Company Management;
  • Assist the Line Supervisor in communication with concerned Turkmenistan governmental agencies regarding the OSR implementation in the relevant region.

Education

  • Bachelor's degree or High Technical School certificate, further vocational training from recognized oil spill response organizations is an asset;
  • Work experience (at least 3 to 5 years) in petroleum industry and/or oil spill response;
  • In-depth knowledge of local and international regulations in oil spill response, and requirements of controlling and regulating authorities;
  • Strong communication skills;
  • Fluent speaker of Russian and English language, Turkmen is an asset;
  • Advanced user of the MS Office applications.
