Work Assignment Overview: it is expected that, within the consultancy timeframe, the international consultant will perform the following tasks and deliverables to achieve the objectives of the assignment:

  • Analyze the key legal Emergency and DRR legal framework documents and identify the gaps and weaknesses;
  • Convene a one-day online seminar to share findings and recommendations of the analysis of DRR legal framework;
  • Design and introduce a coordination mechanism for introduction of child-sensitive approaches in disaster risk reduction and climate change adaptation in the national context;
  • Draft the contextualized Disaster Risk Analysis (DRA) methodology enabling to assess the national disaster risks focusing on the needs of children considering the possible disaster scenarios and consequences;
  • Provide technical support in the development of possible disaster scenarios and consequences aligned with the national context;
  • Convene a one-day seminar to introduce the drafted coordination mechanism for introduction of child-sensitive approaches in disaster risk reduction and climate change adaptation in the national context and; Introduce the Children's Climate Risk Index & Disaster Risk Model to the Government and UNICEF;
  • Facilitate a series of discussions with the partners to create a space to strengthen implementation of DRR by application of multi-sectoral child-sensitive approach to disaster risk reduction and climate change adaptation at national and regional levels;
  • Facilitate a one-day seminar to introduce the drafted contextualized Disaster Risk Analysis (DRA) methodology enabling to assess the national disaster risks focusing on the needs of children considering the possible disaster scenarios and consequences;
  • One day consultations with children, youth and adolescents to identify their needs in DRR, CCA or Emergency onsets. Consolidate the findings in the Concept Note ready for discussion and integration in the updated national and regional DRR and DRM plans.
  • Technical support in collaboration with the National Consultant and national partners in reviewing and updating the national and regional cross-sectoral and school DRR and DRM plans integrating the developed DRA methodology focusing on the needs of children, adolescents, and young people;
  • Submit the Final Report containing all developed training materials, concept notes, PPTs and other documents.

Knowledge/Expertise/Skills required:

  • Advanced university degree (Master) in the area of Education/Environment/Geography/Emergency/DRR or another relevant degree;
  • At least five years of professional work experience in environment/DRR sector (programme planning, development, implementation, monitoring and evaluation);
  • Knowledge of international instruments and standards related to the Disaster Risk Analysis (DRA) methodology focusing on the rights and needs of children and adolecsents;
  • Strong experience in development and contextualization of Disaster Risk Analysis (DRA) methodology focusing on the rights and needs of children and adolecsents to the national context;
  • Good technical knowledge and internationally recognized experience in implementation of environment/climate change/DRR programs;
  • Excellent analytical and report writing skills (verified by examination of evidence from previous assignment deliverables),
  • Excellent presentation and communication skills (verified by records of work experience in carrying out at least three assignments related to delivering a speech (report) or presentation on the above topics);
  • Ability to use information and communication technology as a tool and resource for training programs;
  • Ability to lead a revision and updating process of the national and regional cross-sectoral and school DRR and DRM plans integrating the developed DRA methodology focusing on the rights and needs of children;
  • Knowledge of the Central Asian region and the related environment/climate change issues and existing risks is required;
  • Excellent written and spoken command of English and good knowledge of the Russian language is required (verified by examination of previous written work and interview)
