Job Purpose
- Support Engineering, Operations and Maintenance departments in optimizing the performance and reliability of plant instrumentation and control systems, identifying and correcting deficiencies and maintaining equipment and personnel safety.
- Identify and study current best practices in Instrument engineering and recommend optimal solutions to meet specific requirements for existing systems upgrades and for preventive and predictive maintenance.
- Develop standard documentation and specifications in keeping with the latest International standards and follow up on project activities to ensure compliance with standards.
- Develop design documents for new projects and in-house projects and provide engineering support to Engineering and other departments as needed.
Job Responsibilities
- Support Engineering, Onshore & Offshore Production and Maintenance departments in the installation, operation and maintenance of instrumentation and control systems.
- Review performance of instrumentation and control systems, identify deviations from design performance and research areas for improvement in terms of equipment upgrading, replacement or modifications to operating parameters.
- Assist in planning for the preventative, predictive and breakdown maintenance of instrumentation and control systems and equipment.
- Provide troubleshooting support for facility instrumentation and control systems and equipment.
- Assistance to operations department in optimizing the operability, reliability, maintainability and safety of instrumentation and control system components.
- Support engineering department with respect to the instrumentation aspects of new plant design, commissioning, operability and maintainability.
- Develop Scope of Work (SOW), specifications, Instrument Data Sheets (IDS) and other documents for instrumentation and control systems on new projects as required.
- Provide technical input to be used by the engineering department during the basic design phase and tender document preparation.
- Provide engineering support during the technical evaluation of bids
- Participate in P&ID, Design reviews, Constructability review, such as HAZOP, HAZID, PHS (on call) and SIL sessions for new projects, and provide inputs for P&ID, Cause & Effect Charts, Control Philosophy, operation, shutdown, maintenance and other procedures as necessary.
Education
Must Know:
- Excellent engineering skills, capable to assess / evaluate construction and engineering decisions, report writing skills, knowledge of engineering design both local & international codes and standards
- Must have a good communication skill in English and should have a strong and amicable nature with the ability to communicate effectively in the field.
- Must have excellent engineering skills and experience in working in a technically and logistically challenging environment. The ability to simplify complex problems for practical and cost-effective application in the field is critical to the execution of this task.
- Strict compliance with HSE requirements, procedures and regulations as to avoid and prevent any sort of contingencies, un-foreseen causes and near miss incidents, which may have an adverse effect and be of serious hazard to human health and environment, may cause production losses.
- Compliance with national and international HSE requirements.
Qualification Requirements:
- A Bachelor Degree in Instrument Engineering or Bachelor Degree in Electrical / Electronical Engineering is essential
- 3 years’ experience in a project execution in Oil & Gas or related environment with broad experience of projects, engineering and operations, safety.
- Computer literate (proficient in MS Office applications, Project and AutoCAD etc.)
- Working knowledge in Turkmen and International construction standards and regulations (IEC, NEC, NFPA, ANSI, ISA, SNIP, and General Engineering Standards etc.).
- Relevant experience in oil and gas industry instrumentation including field and control room instrumentation, DCS & PLC control systems, metering skids, field instrumentation, SCADA/telemetry, telecommunications, etc.
