USAID Governance Activity in Turkmenistan seeks Outreach Specialist

PRIMARY RESPONSIBILITIES

Under the general guidance of the USAID GAT Chief of Party, the Outreach Specialist will work on media issues to meet the project's public outreach goals and needs, while also reporting on various outreach activities. This is a relationship-focused position requiring strong interpersonal skills, teamwork, and collaboration.

1. Communication Strategies:

  • Design and implement comprehensive communication plans to effectively disseminate project achievements and milestones to a diverse audience, including local communities and international partners.

2. Media Relations:

  • Serve as the primary point of contact for all media inquiries, manage press relationships, and ensure consistent and accurate project representation in the media.
  • Lead program activities related to design, photography, printouts, visibility events, and meetings to meet the project's public outreach goals and needs.
  • Take photos, prepare final versions of printouts, and collect required photo consents for program activities, meetings, and visits.

3. Material Development and Editing:

  • Develop and produce high-quality informational and promotional materials, such as brochures, reports, and digital content, to support project objectives and outreach efforts.
  • Contribute to activity descriptions, announcements, reports, success stories, project highlights, fact sheets, presentations, booklets, guidelines, handbooks, social media posts, videos, and other information in three languages.
  • Provide oral and written translation when required.

4. Project Visibility and Awareness:

  • Support the team in boosting project visibility and awareness by drafting press releases, flyers, newsletters, weekly updates, success stories, and other communication materials.
  • Utilize social media to reach a wider audience.

5. USAID Branding and Marking Policy:

  • Assist with implementing USAID Branding and Marking Policy for all reports and printed materials.
  • Prepare draft quarterly and other related reports.

6. Monitoring and Reporting:

  • Monitor the effectiveness of outreach activities and provide detailed reports on outcomes and recommendations for improvement.
  • Prepare drafts of quarterly reports.

7. Capacity Building:

  • Provide training and capacity building for project staff and partners on best practices in public relations and community engagement.

8. Collaboration with the Chief of Party:

  • Meet quarterly with the Chief of Party to discuss the project's public outreach goals and explore what activities are working well and where adjustments are needed.

9. Program Support:

  • Provide support to the program team in achieving the program's goals, objectives, and indicators, ensuring compliance with USAID regulations and procedures.

10. Content Creation:

  • Develop content for social media sites and the USAID Turkmenistan website.
  • Write scripts and prepare computer-aided slide shows and presentations for project promotion and marketing purposes.

11. Other Duties:

  • Perform other duties related to communications, reporting, editing, and outreach as assigned by the Chief of Party.

MINIMUM EDUCATION, EXPERIENCE, SKILLS & QUALIFICATIONS

  • Education: Bachelor’s degree in Communications, Public Relations, International Relations, or a related field.
  • Experience: At least five years of professional experience in a communications or outreach role, preferably within international development or governance projects. Experience with government organizations or in governance-related projects would be advantageous.
  • Skills: Excellent verbal and written communication skills in English; proficiency in Russian or Turkmen is highly desirable. Strong organizational and project management skills, with a proven ability to manage multiple tasks and deadlines.
  • Preferred: Experience working in Central Asia or familiarity with Turkmenistan's socio-political context. Knowledge of USAID’s policies and procedures would be advantageous.
