The Governance Activity in Turkmenistan searches for Consultant for photography training skills
The Governance Activity in Turkmenistan, GAT, the United States Agency for International Development, USAID is implemented by the QED Group, LLC doing business as Q2Impact (Q2). GAT aims to promote digital platforms for tracking progress on legislative drafting and negotiations, support the digitalization of parliamentary documents, and introduce digital information-sharing systems. The activities focus on two main areas of governance:
- Upskilling civil servants to serve the citizens of Turkmenistan more effectively and efficiently.
- Support effective implementation of the e-governance
- Introduce evidence-based and inclusive policies and laws
- Streamline administrative reporting and diversify sources of support for civil society.
Overall Objective and Purpose
GAT uses social media platforms, web-based resources, and heritage media to disseminate its outcomes and outputs to audiences in Turkmenistan, the United States of America, international donor organizations, and the world. GAT ensures accountability and transparency of its developmental activities by informing the host Government, the Government of the United States of America, and international donors of its activities in Turkmenistan. GAT pursues a Communications Strategy that envisages reaching out to government officials, the public, and civil society organizations through social media platforms, and web information resources. Implementation of the outreach activities demands GAT staff to have skills in photography to ensure that the events, measures, and achievements of the GAT are well documented and activities visuals are available for the end users to understand and perceive the GAT’s implementation milestones and goals.
To implement its communication strategy objectives the GAT decided to hire a national consultant to train the GAT project staff in social media and other outreach photography skills when using a camera and a smartphone.
Responsibilities:
Per the objective of the consultancy’s assignment, under the supervision of the Chief of Party (COP), Outreach Specialist, and Governance Specialist, the National Consultant will implement the following tasks:
Develop a training agenda to train the GAT staff in social media and other outreach work photography skills for cameras and smartphones. The agenda should cover the following photography concepts:
- For cameras: Exposure, Aperture, Shutter Speed, ISO, Exposure Triangle, Depth of Field, Focal Length, Sensor Length, Focus, Sharpness, Camera Settings, Camera Modes, Metering Modes, Focus Modes and Areas, White Balance, Composition, Editing.
- For smartphones: Lens Maintenance, Learning Camera App, Use of Gridlines for Composition, Focus and Exposure Control, Use Filters, Considering Lighting, Keeping the Steady Hand, Experimenting with Composition (different angles and perspectives).
- Use of auxiliary photography equipment: tripod, handle, etc.
The training should involve indoor and outdoor photography shooting sessions at randomly selected locations.
In the training result, the GAT’s staff in Turkmenistan must be able to produce good photographic images, with the proper lighting quality, determined brightness (correct exposure value), good composition and attention to detail, proper timing, proper color and tone range, and which “tell a story”.
With the assistance of the GAT Outreach Specialist, based on the developed training agenda, organize a 2-day workshop for the GAT’s staff) 1in camera and smartphone photography for social media and other outreach works.
Issue a certificate for the GAT staff social media and other outreach works photography training.
Prepare a brief Report about the training.
The international expert will work with the USAID GAT team. He/she will report directly to the USAID GAT Chief of Party and Governance Specialist.
Requirements:
- Professional photography training certificate, and, or a minimum of 5 years experience in professional photography,
Work Experience:
- A minimum proven track record of 5 years experience in photography,
- Experience in training apprenticeship (either classroom or individual) is required,
- Proven training classroom or individual apprenticeship, facilitation, and communication abilities and skills,
- Strong ability to work with an adult audience,
- Skill to receive/integrate feedback,
- Results-driven, ability, and skill to work under pressure and meet required deadlines,
- Written and spoken proficiency in Russian or Turkmen or both is required.
