GIZ Service Office Turkmenistan announces vacancy for Advisor on Forestry and Biodiversity

GIZ Service Office Turkmenistan would like to announce a vacant position in the capacity of Advisor on Forestry and Biodiversity for the GIZ Regional Programme “Integrative and Climate-sensitive Land Use in Central Asia” (full-time).
Duty station: Ashgabat, Turkmenistan.
Duration: until 12/2025 (with a respective probation period).
Responsibilities:
- Political communication with national and development partners in Turkmenistan;
- Coordination and management of programme activities in Turkmenistan in the field of land use, biodiversity and forestry and of national contributions to regional programme activities in these areas;
- Administrative and organisational support to programme activities.
Tasks:
- Management, coordination and political communication
- Steers and manages implementation of programme activities in Turkmenistan, including the elaboration of the yearly operation plan and the respective budget, supervision and monitoring of activities, provision of technical support, and overall reporting, in close collaboration with the programme manager;
- Provides technical guidance and advice on matters such as forestry, biodiversity, land use and attends regular working meetings at Ministry of Environment Protection of Turkmenistan (MEPT) or with subordinate organizations such as NIDFF and other events organized by national partner organisations;
- Ensures financial and administrative management of programme activities in compliance with GIZ regulations;
- Supervises and advises national and international experts during their respective assignments for the programme;
- Participates actively in regional programme activities and workshops and manages national contributions and inputs to regional initiatives, in close collaboration with the programme manager and colleagues from other Central Asian countries;
- Participates and represents the programme in development partner meetings/ bilateral meetings with UNDP, EU, CAREC, or others and with staff/ experts of other development projects
- Communicates with Turkmen Ministry of Foreign Affairs/ Turkmen Ministry of Economy and Finance/ German Embassy/ GIZ Office/ GIZ HQ on behalf of the programme as and if necessary
- Regularly reports (monthly/ quarterly/ bi-annually) on programme implementation to MEPT and MFE.
- Administrative and organizational support to programme activities
- Registers programme at the Ministry of Finance and Economy (MFE) as per in-country procedures;
- Coordinates organisation and logistical arrangements of events, working groups, conferences etc.
Other duties / additional tasks
- Adviser performs other duties and tasks at the request of the management.
Required qualifications, competences and experience:
- Relevant university degree e.g. related to forestry, biodiversity, natural resource management, politics, law (ideally with specialization on governance and/or natural resources related matters);
- Excellent written and spoken English as well as excellent Russian skills, Turkmen and German are assets.
- At least three years of relevant professional experience;
- Skills and experience in project planning, management and reporting, and in facilitating high-level national and regional events, workshops and trainings;
- Working experience with the EU, GIZ or other international agencies is an asset.

- High motivation and ability to work independently and meet tight deadlines without compromising the quality of programme outputs;
- A keen interest in and basic understanding of issues related to forests, land management and climate change.
