Position Title: Senior Economic and Commercial Specialist - Open to All Interested/ All Sources (LE-1505)

Salary: USD $36,805 /Per Year

Work Schedule: Full-time - 40 hours per week, Monday through Friday

Qualifications and Evaluations

Requirements:

• All selected candidates must be able to obtain and hold a Public Trust security clearance.
• All selected candidates will be subject to a background investigation and may be subject to a pre-employment medical exam.
• Selected candidate must be able to begin working within a reasonable period of time 1 month (2 weeks preferred) upon receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Education Requirements:

• University degree in Economics, Environmental Sciences, Business, International Relations, or Law.  Related fields may be considered.

Experience:

• Minimum of five (5) years of work experience in government, financial, economic, legal, oil and gas or business sector working with the Turkmen Government, international businesses, or with an international organization in a role that demonstrates experience in this field is required.

Language:

• English: Level 4 (FLUENT) Speaking/Reading/Writing is required. This may be tested.
• Turkmen: Level 3 (GOOD WORKING KNOWLEDGE) Speaking/Reading/Writing is required. This may be tested.
• Russian: Level 4 (FLUENT) Speaking/Reading/Writing is required. This may be tested.
• Candidates may present language scores from a certifying language body in lieu of language testing prior the interview. For a language certification score to be accepted in lieu of language testing, the score must be from an accepted language institute.  Accepted language institutes include: TOEIC, TOEFL, IBT, IELTS, FSI, CamLa, CEFR, MET, Bertlitz, MClass. Language ability, both written and spoken, may be tested during the interview process.

Job Knowledge:

• Demonstrated, sophisticated understanding of Turkmenistan’s economy, particularly its' connection to Turkmenistan’s political landscape, with a firm and demonstrated understanding of Turkmenistan’s energy industry.

Skills And Abilities:

• Must be available to occasionally work outside a regularly scheduled work week, including evenings, weekends, early mornings, U.S., and local holidays, as needed.
• Computer skills (MS Office) are required.
