USAID Governance Activity in Turkmenistan Seeks International Legal Consultant on Development of AML/CFT/CFP Legislative Acts

Objective and Purpose:

Turkmenistan actively engages in international cooperation to support its Anti-Money Laundering, Countering the Financing of Terrorism and Financing of Proliferation (AML/CFT/CFP) in accordance with FATF Recommendations. Turkmenistan recognizes the priority of universally recognized norms of international law, as outlined in Article 9 of the Constitution. This commitment to international standards underscores Turkmenistan's dedication to combating financial crimes and integrating global best practices into its national framework.

Following the priorities of the USAID GAT and the ones of the host country indicated in the Program of social-economic development of Turkmenistan for 2019-2025, the USAID GAT will continue to implement activities focusing on promoting good governance and economic connectivity. Within the framework of this activity, GAT provides significant support to Turkmenistan in undertaking legislative reforms to align its AML/CFT/CFP legal framework in line with the Financial Action Task Force (FATF) 40 Recommendations. Furthermore, the USAID GAT will support the host country in the implementation of AML/CFT/CPF legislative and regulatory documents, with an emphasis on strengthening inter-agency co-operation and co-ordination.

The focus will be on:

  • Conducting a one-day online RT with national stakeholders to facilitate discussions on developing or amending AML/CFT/CPF bylaws based on FATF recommendations and considering outcomes of the EAG Mutual Evaluation Report. Outline the next steps for fruitful cooperation and engage participants in exchanging relevant information for effective implementation of current task;
  • Conducting a comprehensive review of AML/CFT/CPF legislation of Turkmenistan, EAG Mutual Evaluation Report (MER) and other related materials necessary for development of by-laws on AML/CFT/CFP;
  • Developing or amending AML/CFT/CFP bylaws based on FATF recommendations and based on outcomes of the EAG Mutual Evaluation Report.

Requirements for International Consultant:

  • Language Proficiency: fluency and strong writing skills in English or Russian.

Subject Expertise and Qualifications:

  • University degree in Law or Economics or a related field, master’s degree preferred.
  • A minimum of 10 years of relevant experience in the field of Good Governance, in particular, in AML/CFT/CPF;
  • In depth knowledge of international legislation, including law standards, in the respective areas, such as combatting terrorism, fighting money laundering, etc.;
  • Professional fluency in Russian, the fluency in English will be a strong asset.
  • Strong communication skills.
  • Cultural Sensitivity: Familiarity with the Central Asian region and its administrative structures is a plus.
  • References: Provide at least two professional references.

Period of Performance: The Consultant will carry out his/her activities from November 18, 2024, to December 17, 2024, with a maximum of working days – up to 20.

Place of Implementation: Ashgabat, Turkmenistan
