Job Purpose
- Control all operational expenditure related with Project Field Construction Department.
- Manages and coordinates with Finance on project related commercial issues and prepares financial reports.
- Operational: Oversees project Budget and costs control activities; ensures that proper controls and standards are in place and all activities comply with company policy
Job Responsibilities
- Oversees project Budget and costs control activities; ensures that proper controls and standards are in place and all activities comply with company policy.
- Development of Forecast cost estimates and preparation of annual Work Program and Budget (WP&B) taking full consideration of project scope, progress achieved and pending to complete scope
- Assist in the development of project budgets in accordance with the Basis of Estimate including statements of work scope, assumptions, man-hour estimates, narratives and review & comment of other stakeholder documents
- Manage, and control the financial budget & expenditure pertaining to construction of all facilities of Upstream oil and gas exploration using SAP modules preparation of Operating, Capital and Non- Routine budget as per Finance guidelines for Project Field Construction Departments to ensure effective cost control.
- Develop and maintain Work Breakdown Structure (WBS) and Cost Breakdown Structure (CBS) for the overall Offshore/Onshore project consistent with project scope and reporting structures requirements across in house project construction and initiate of Authorization for Expenditure (AFE)
- Liaise with procurement, finance and time-capture functions, and third parties as required, to support accurate and timely capture of procurement, materials, subcontract and labour manhour costs, allocating costs in accordance with approved project WBS
- Support the project work approval process in terms of accurate cost code allocation and initial budget set-up and approvals
- Assist in the development and maintenance of project cost budgets using appropriate software applications
- Provide input to project cost performance reports in accordance with project reporting requirements
- Carries out comparison between the project budget and the project cost forecast and prepares project expenditure cost trend analysis.
- Performs project financial close-out and capitalization of the asset constructed by In-house
- Construction Department. Furnishes project and AFE close-out reports for internal and external distribution.
Education
- Higher Professional Education (Bachelor’s Degree in Engineering).
- 5 years of experience with 1.5 years of experience in senior capacity in construction field (preferable Oil & Gas industry).
