PRIMARY RESPONSIBILITIES AND DESCRIPTION OF WORK
Under the general guidance of the USAID GAT Chief of Party, the Partnerships Specialist will be responsible for efficiently managing liaison and communication activities with project partners and relevant stakeholders to ensure the successful implementation of the GAT.
TASKS AND RESPONSIBILITIES:
- Promote USAID and Q2 Impact values, enhancing understanding and encouraging active engagement among government agencies, citizens, the private sector, and civil society organizations (CSOs) in all project activities.
- Responsible for planning and executing GAT activities, including drafting relevant documentation and materials. As needed, provide timely support to the GAT team, partners, and experts to ensure smooth coordination and successful outcomes.
- Engage with partners and relevant stakeholders to actively support the project. This includes conducting background research, assessing stakeholders’ needs, reviewing relevant studies, and preparing detailed stakeholder profiles to ensure informed and targeted collaboration throughout the project.
- Maintain regular communication and follow-up with partners and stakeholders, support developing and managing effective, long-term relationships to ensure sustainable engagement and project success, and advise the project management and HO on all project-related issues.
- Stay informed of current political, social, and economic priorities, government programs, and emerging trends to support effective planning of new initiatives and implementing planned program activities.
- Support the GAT team in meeting program goals, objectives, and performance indicators, ensuring alignment with USAID regulations and procedures for project efficiency and effectiveness.
- Provide technical assistance to the GAT Chief of Party and additional support as required.
MINIMUM EDUCATION, EXPERIENCE, SKILLS & QUALIFICATIONS
- Education: Bachelor’s degree in a relevant field related to public administration, business, management, economics, organizational learning, political science, or development studies.
- Experience: At least 5 years of professional experience in communication, liaison, or partnership functions, particularly within international donor-funded projects, preferably with USAID.
- Skills: Deep knowledge of Turkmenistan’s governance structures is required. Proficiency in English, Turkmen, and Russian is required. Excellent communication, research, and analytical skills related to partnership development.
- Preferred: Previous experience in implementing USAID or other development organizations’ projects in a similar capacity.
