PTW Coordinator (Offshore)

Job Purpose

• Coordinate Construction Department offshore / onshore HSE issues, which includes PTW, Unsafe Act, Unsafe Conditions, Event Reporting, Risk Assessments, Sites safety audits, safety meetings and various training at onshore/offshore facilities.
• Ensure implementation of Dragon Oil HSEMS in Offshore Construction department.
• Assist in implementation of Company HSE Policy/Standards and Guidelines.
• Monitors, inspects and advises on HSE matters including systems of work, fire, safety occupational health and environmental control systems and equipment.
• Develop sound HSE culture at offshore construction facilities amongst Company and Contractor.

Job Responsibilities

• Organizes and conducts work on the establishment of the company's safety system, internal rules and regulations of safety.
• Controls PTW system and identify remarks.
• To monitor and control company’s PTW trainings for new & refreshers.
• To check PTW & TBT’s and identify non-compliances and highlight to Supervisors & Superintendents for corrective actions & closures.
• Field visits for monitoring PTW, TBT & HSE activities and reporting timely basis.
• Participate in development of SIMOPS procedures in accordance with production requirements and DOTL HSE department guidelines. Implement SIMOPS procedures and ensures that procedures are well understood and implemented at all levels within offshore.
• Gives a conclusion about the possibility of changing the safety system adopted at the enterprise, about compliance with the safety requirements of new equipment and inventory, and production operations.
• Coordinates the work of production and technical departments of the enterprise to create and maintain a safety system.
• Conduct HSE awareness campaigns for offshore construction personnel in the form of presentations, safety talks and inductions.
• Assist to organize inspections, tests and technical inspection of the state of technical means, equipment, machines and mechanisms, as well as technology for performing works to determine their compliance with the established standards and rules. Assist with Third party inspections and certification of equipment, Lifesaving appliance, lifting accessories.
• Participates in analyzing the safety situation at the enterprise, the degree of risk, developing a plan of corrective actions, setting the timing of their implementation and coordinating their implementation.

Qualification Requirements:

• Not less than 10 years of experience in oil and gas industry in the field of health, safety and environment.
• Higher Professional Education (Bachelor Degree)
• Good in spoken and written English.
• Presence “Unified system of labor safety management in Turkmenistan economy” certificate.
• The presence of international HSE certificates is preferable.
• Knowledge of basic computer skills is essential
