UNICEF seeks International Consultant to conduct a comprehensive social protection assessment

Specific Tasks
To achieve the above-mentioned objectives, the consultant in close cooperation with national consultant and under guidance of UNICEF, ILO, and World Bank will:
- Coordinate national expert engaged in mapping and data collection for different SP programmes.
- Lead the analysis of collected data, focusing on system performance in accordance with CODI Assessment tool, analyse relevant statistics and key laws, government decrees and other legal documents on the social protection in Turkmenistan.
- Based on reviewed information, assessment questionnaires, interpret findings to identify strengths, weaknesses and areas for improvement.
- Consolidate data and analysis prepared by the Experts on Public finance working within the CODI team.
- Prepare final draft of the CODI report.
- Ensure the report is comprehensive, clear, and aligned with international standards.
- Through a consultative process via National Task Force, that includes key stakeholders from relevant line ministries, programme implementers, social partners and civil society organizations representing beneficiaries, involve team members, draft policy briefs on current challenges, policy gaps and administration issues and prepare practical recommendations for selected social protection programmes.
To qualify as an advocate for every child you will have…
- An advanced university degree (Master’s or higher) in International Development, Social Policy or related discipline
- *Bachelor's Degree in a relevant field combined with 15 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
- A minimum of 10 years of relevant professional experience in
- Previous work experience in Europe and Central Asia is preferrable.
- Experience in leading or contributing to diagnostics of social protection system and program performance, through CODI or other tools is an asset.
- Demonstrated experience in conducting assessments, facilitating consultation workshops present report and get participants' feedback.
- Workshop facilitation skills to be able to make recommendation based on joint consultations.
- Demonstrated expertise in child-sensitive social protection concepts, theories and practices.
- Familiarity with international norms and standards for social protection.
- Familiarity with the work of UNICEF, ILO or World Bank is a strong asset.
- Fluency in English is required. Knowledge of Russian is an asset.
