Vacancy: Financial Specialist – GIZ Service Office Ashgabat
GIZ Service Office Turkmenistan would like to announce a vacant position in the capacity of Financial Specialist of GIZ Service Office Ashgabat (full-time employment).
Duty station: Ashgabat, Turkmenistan.
Duration: start date: as soon as possible
Position Summary:
The Financial Specialist ensures compliant financial processing of invoices and vouchers in accordance with GIZ regulations, supports digital financial operations in SAP S/4HANA, and contributes to the smooth functioning of office administration.
Main tasks:
- Reviews vouchers, invoices, receipts, and supporting documentation for completeness, accuracy, and compliance with GIZ rules prior to submission to the Finance Department.
- Performance confirmation, financial/contract-compliant auditing and the review of audit results.
- Maintain upstream and downstream processes and other tasks in connection with advance payments, security deposits, credit note procedures and guarantee processing, as well as the handling of bank confirmations.
- Processes all types of vouchers (payment vouchers, journal vouchers, advance settlements, credit notes, travel expense claims, procurement-related invoices, etc.).
- Ensures correct cost allocation to GL accounts, cost centers, WBS elements, outputs, and projects.
- Conducts eligibility (KEP) and sanctions list checks in accordance with P+R and country requirements.
- Supports expenditure planning and budget controlling in cooperation with project management.
- Organizes all events and meetings, seminars and workshops within and outside the office and projects, including provision of necessary equipment and logistics.
- Assists in preparation of internal and external audits and implementation of corrective measures.
- Supports preparation and settlement of financing contracts (recipients, consultants, experts, cooperation partners).
- Performs timely and accurate posting of financial documents in SAP S/4HANA (invoice entry, service entry sheet, validation, account assignment).
- Verifies budget availability and performs system consistency checks prior to posting.
- Maintains data accuracy and supports quality of vendor and project master data.
- Provides commercial guidance to project staff and country management on financial rules and procedures.
- Contributes to efficient and economical financial processes, including support for new commissions and third-party donor projects.
- Supports ongoing digitalization and process optimization initiatives.
- Supports day-to-day office operations and administrative coordination.
- Manages office supplies and coordinates procurement of materials and services.
- Assists with logistical arrangements for meetings, workshops, and business travel.
- Maintains organized filing systems and administrative documentation.
- Substitutes colleagues in similar work areas when required.
- Performs additional tasks assigned by the line manager.
The tasks and roles are to be updated in accordance with S4HANA process.
Required qualifications, competences and experience:
- University degree in accounting, business administration, finance or comparable field;
- At least 4 years of professional experience in a comparable position; professional experience with an international development organization is an advantage;
- Accuracy, care for detail and a high level of client orientation;
- Service oriented, team player in multicultural team environment, reliable;
- Willingness to skill up as required by the tasks to be performed;
- Fluent in English, Russian/Turkmen, and German is advantage
- Good working knowledge of ITC technologies (related software and appliances) and computer applications (e.g. MS Office)
