Market Access & Policy Centre (MAP Centre)
Market Access & Policy Centre (MAP Centre) is a specialist market-access and advisory platform that helps companies, investors, and institutions enter and operate in Turkmenistan and the wider region. We explain where to start and what market entry requires, identify the right organisations and counterparts, and turn intent into activity on the ground.
We arrange and facilitate business and government engagement (B2G and B2B), follow through on the agreements reached after forums and visits, and prepare briefs and sector overviews that speed up decision-making. Our work spans five integrated services - market intelligence and research, government relations, business development and partnership facilitation, strategic advisory and market entry, and events and institutional programming - across Ashgabat, Central Asia, and the EMEA region.
MAP Centre is looking for a Senior Manager to act as the number two to the Managing Director - a senior leader able to coordinate the whole of the Centre’s work and to step in for the Managing Director when required. The role carries delegated authority across the Centre’s commercial, operational, and project activity.
It brings together marketing, sales, and management. The Senior Manager oversees the Centre’s marketing and client pipeline, leads business development, drives the implementation of projects and strategy, and tracks the performance of the Centre’s departments - including its AI and technology function - against clear objectives. It is a client-facing, execution-focused leadership position.
Core responsibilities
Leadership and deputising for the Managing Director
- Act as the number two to the Managing Director - coordinate the Centre’s day-to-day work and represent the Centre, with the standing to take decisions, when the Managing Director is unavailable.
- Translate the Managing Director’s priorities and the Centre’s strategy into clear tasks, owners, and deadlines.
- Set tasks for departments, track delivery, and keep work moving across the organisation.
- Serve as a trusted adviser and sounding board to the Managing Director on commercial, operational, and organisational matters.
Strategy and business development
- Contribute to the Centre’s strategy and business assessment, and turn it into practical plans and decisions.
- Develop and lead business-development approaches that grow the Centre’s pipeline of clients and partners.
- Lead proposals, offers, and partnership discussions (B2G and B2B) through to agreement and follow-through.
- Build and maintain relationships with government and business counterparts.
Marketing, leads, and client relationships
- Oversee the Centre’s marketing work - positioning, messaging, materials, and outreach - in line with the brand.
- Handle leads end-to-end: receive, qualify, and follow up on enquiries, and engage prospective clients directly.
- Provide prospective clients with the information, proposals, and materials they need to move forward.
- Own client relationships across the engagement, from first contact to delivery.
Project coordination and delivery
- Oversee the implementation of the Centre’s projects and strategic initiatives from concept through execution and close.
- Coordinate resources, timelines, budgets, and risks across initiatives; resolve bottlenecks and keep delivery on track.
- Oversee the preparation, quality, and flow of the Centre’s documents - briefs, reports, presentations, and official communications.
Performance, technology, and analytics oversight
- Define and track key performance indicators (KPIs) across the Centre’s departments, and report on performance to the Managing Director.
- Oversee the performance of the AI and technology function, ensuring it supports the Centre’s commercial and project goals.
- Guide the Centre’s research, analytics, and use of AI tools to support decision-making - a supporting element of the role rather than its main focus.
Candidate requirements
Education and experience
- Higher education (a Master’s degree is an advantage) in business, management, marketing, economics, finance, international relations, or a related discipline.
- Substantial professional experience across marketing, management, and sales or business development, including time in a senior or leadership role.
- A track record of leading projects and teams, managing client or partner relationships, and delivering commercial results.
- Experience working closely with senior leadership - for example as a deputy, chief of staff, or business manager - is a strong advantage.
Professional skills
- Strong leadership, organisation, and decision-making; able to coordinate the whole of the Centre’s work and act on the Managing Director’s behalf.
- A strong, all-round understanding of marketing, sales, and management.
- Business-development and client-relationship skills, including proposals, negotiation, and partnership-building.
- Strong project-management skills - planning, coordination, budgets, and follow-through.
- Ability to set and track KPIs and to hold departments accountable to them.
- Excellent communication and presentation skills; able to represent the Centre with government and business counterparts.
- A confident, structured writer able to produce high-quality documents and presentations.
- Confident use of artificial intelligence and modern digital tools to work more effectively is a strong advantage.
- Proficient user of Microsoft 365 and MS applications.
- Fluency in English and Russian; knowledge of Turkmen is an advantage.
