Qualifications and Evaluations

Requirements:

  • All selected candidates must be able to obtain and hold a Public Trust security clearance.
  • All selected candidates will be subject to a background investigation and may be subject to a pre-employment medical exam.
  • Selected candidate must be able to begin working within a reasonable period of time 1 month (2 weeks preferred) upon receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Qualifications:

Experience & Education:

Option 1

  • Experience: Three (3) years of experience at a library, cultural center, customer service, and/or administrative position is required.
  • Education: Bachelor's Degree in Communications, Library Science, American Studies, Marketing, Public Administration, International Education, Education, or local equivalent is required.

OR

Option 2

  • Experience: Five (5) years of experience at a library, cultural center, customer service, and/or administrative position is required.
  • Education: Bachelor's Degree (no specific field required).

Language:

  • English: Level 4 (Fluent); Written/Speaking/Reading is required. This may be tested.
  • Turkmen: Level 3 (Good Working Knowledge); Written/Speaking/Reading is required. This may be tested.
  • Russian: Level 3 (Good Working Knowledge); Written/Speaking/Reading is required. This may be tested.

Job Knowledge:

Good knowledge of U.S. foreign policy objectives and American interests in Turkmenistan, especially the EV sector; a detailed understanding of U.S. historical, political, economic, social, and cultural forces that shape U.S. foreign policy; detailed knowledge of the attitudes and preferences of the EV audience sector(s); and an understanding of regional, ethnic, socioeconomic, cultural, and linguistic factors and the influence of religious, cultural, and educational institutions in shaping EV perceptions of the United States are all required. Must have knowledge of customer service standards in the United States and Turkmenistan; a detailed understanding of the communications and information environments in Turkmenistan and the United States; and knowledge of PD engagement tools and the related policies and procedures for each.

Skills and Abilities:

Analytic Skills: Must have analytic skills and the ability to conceptualize how best to use PD programs and projects to move Turkmen attitudes in positive ways. Must be able to advise senior PD/Mission leaders of opportunities to promote Mission objectives. Must be able to evaluate program impact and modify approaches for greatest outcomes.

Communication and Interpersonal Skills: Must have excellent customer relations, interpersonal, and cross-cultural communication skills. Must have excellent written and oral communication skills in English, and good working knowledge of both Turkmen and Russian. Must be able to tailor communications to fit formal and informal situations and different ethnic, religious, and linguistic cultures. Must be able to brief U.S. officers and visitors on a variety of issues and interpret between English and Turkmen for public programs.

Technical Skills: Good keyboarding and data entry skills and excellent familiarity with electronic discovery tools, in particular the Internet, and standard information retrieval practices and procedures are required. Thorough, detailed knowledge of various computer software programs, specifically Microsoft Word, Excel, and PD-specific software, databases, and reporting tools, is required. Thorough knowledge of and the ability to use social media platforms and basic photo and video skills are required. Must have good numerical skills to be able to develop statistical analyses/reports on AC outreach, including reach, number, and level of contacts.
