The Concept of Development of Digital Economy for 2019-2025 of Turkmenistan aims to increase the efficiency of the national economy and the functioning of the social sphere of the country. Today, the state launched active work to implement this concept in all key areas.
Today, the fastest and most noticeable “digital” changes occur in trade, media and industry, where thanks to new technologies, such productions as computer plants appear in Turkmenistan.
Türkmenaragatnaşyk Agency of the Ministry of Industry and Communication of Turkmenistan is in the frontline of implementing the digital reforms. Particularly, the agency carries out work to promote digitalization, to ensure the further functioning of intelligent networks, their connection among themselves and with the rest of the world.
Currently, a draft registration procedure and terms of payment for domain names on a national top-level domain .tm has been developed. Relevant ministries and industry departments carry out relevant work to further develop the sphere. Türkmenaragatnaşyk agency also established its own Cybersecurity Service.
Along with this, systematic training of personnel is underway for servicing digital networks, including at the Polytechnic Secondary Professional School, where the best world teaching methods are implemented. Since the new school year, the school introduced courses such as the logistics operations, information security of telecommunication systems and computer networks.
As part of the transition to the digital economy, the Türkmenpoçta company finished the work on the standardization of post offices in Turkmenistan, which made it possible to establish an electronic money transfer service in the country. On the official website of the postal service company, such services as purchasing goods online via bank transfers and their further delivery to the specified address are also available. The sale of train tickets is also available in a number of post offices.
In order to further improve the system of cashless transactions in Turkmenistan, the agency together with the Halkbank state commercial bank developed and introduced the TMCELL toleg software, which allows for cashless payments for various communication services.
Another type of digital service that turned out to be very demanded by both state-owned enterprises and the business sector is the GPS tracking of passenger cars and trucks with the further provision of information about their geo-location, technical condition and fuel consumption.
Türkmenawtoulaglary agency has installed and now operates more than 10 thousand GPS trackers in vehicles controlled by the State Customs Service of Turkmenistan.
The Ashgabat city telephone station is up for the installation of multi-service billing platforms. Using universal billing platforms, you can pay not only the Internet, communication services, IP-telephone, but also the services of other departments, such as utility bills and speeding tickets. The new billing system will be designed to service million subscribers.
Another promising project is the modernization of the Türkmentelekom enterprise’s international-long-distance telephone station in Ashgabat. All communication channels flock to this central hub, where transit connections with communication lines of other cities and states take place.
The state also plans to create a national Data Center that will store and process data, host server and network equipment and connect subscribers to Internet channels.
If implemented, it will allow for the creation of various digital services in the economy. For example, it will open up great opportunities in order to develop a transport and logistics system, internet commerce and internet marketing, conduct remote interactive multimedia training sessions and improve the healthcare system.
This would not have been possible without the launch of the national satellite TürkmenÄlem 52 ° E, which helped to develop cellular communications and high-speed Internet services in remote settlements of Turkmenistan. The Turkmen satellite broadcasts 11 local and 42 foreign television and radio channels.
Over the past three years, Turkmen communication companies commissioned more than 400 small-sized telephone stations in rural areas of the country. All of them are connected to the national network. Some of them were connected through the TürkmenÄlem 52° E.
Turkmen satellite also functions in many other industries. Currently, the work is underway in the agriculture sector to use the satellite in par with the new equipment from leading manufacturers.
The agricultural machinery of the Ministry of Agriculture and Environmental Protection of Turkmenistan will transfer to the telemetric digital system in three stages in 2019-2022 in accordance with the Memorandum of Understanding between the Government of Turkmenistan and John Deere Walldorf GmbH & Co. KG.
According to document, in the next few years, the high-performance agricultural machinery of the John Deere and Claas brands, purchased by Turkmenistan in 2013-2019, will be equipped with telemetry. This will enable the operator to remotely track the location and measure fuel consumption, actual operating time, load, and many other parameters of the machines.
John Deere cooperation that has been operating in Turkmenistan for 25 years is a good example of mutually beneficial cooperation of the country with major foreign brands. This year will be another important timeline which will expand the fruitful partnership and promote innovation in Turkmenistan’s agriculture sector. The corporation also plans to delivery the modernized agricultural machinery to the Union of Industrialists and Entrepreneurs of Turkmenistan.
