Turkmenistan, Azerbaijan Ink Bilateral Documents

Following the negotiations held within the framework of the official visit of the President of Turkmenistan Gurbanguly Berdimuhamedov to Azerbaijan on Wednesday, a ceremony of signing a package of documents took place in Baku.

The ceremony started with the President of Turkmenistan Gurbanguly Berdimuhamedova and President of the Republic of Azerbaijan Ilham Aliyev signing the Joint Declaration. It continued with the signing of bilateral documents between sectoral departments of the two countries.

At the government level, the following documents were signed:

  • Agreement on cooperation in the field of migration;
  • Agreement on the allocation of land for the Embassies of the two countries;
  • Protocol on Amendments to the Agreement between the Governments of Turkmenistan and Azerbaijan of May 19, 2008.

The following documents regarding transport and communications sector were signed:

  • Memorandum of Cooperation in the field of information and communication technologies between the Türkmenaragatnaşyk Agency of Turkmenistan and the Ministry of Transport, Communications and High Technologies of the Republic of Azerbaijan;
  • Memorandum of Understanding on the construction, ownership and operation of the fiber-optic communication line along the Azerbaijan-Turkmenistan route along the bottom of the Caspian Sea between the Türkmentelekom telecommunication company and Azertelecom limited liability company;
  • Protocol between the Türkmenhowaýollary agency of Turkmenistan and the State Civil Aviation Agency under the Ministry of Transport, Communications and High Technologies of the Republic of Azerbaijan.

In order to preserve the biodiversity of the Caspian Sea, a Protocol was signed between the Ministry of Agriculture and Environmental Protection of Turkmenistan and the Ministry of Ecology and Natural Resources of Azerbaijan.

The following agreements have been reached to develop dialogue in the humanitarian sphere:

  • Cooperation Agreement between the Magtymguly Institute of Language, Literature and National Manuscripts of the Academy of Sciences of Turkmenistan and the Nizami Ganjavi Institute of Literature of the National Academy of Sciences of Azerbaijan;
  • Agreement on cooperation between the State Committee of Turkmenistan for Television, Radio Broadcasting and Cinematography and the Azerbaijan Television and Radio Broadcasting Closed Joint-stock Company;
  • Memorandum of Understanding between the State Library of Turkmenistan and the National Library of Azerbaijan on cooperation in the field of librarianship;
  • Memorandum of Understanding between the Institute of Seismology and Atmospheric Physics of Turkmenistan and the Institute of Control Systems of Azerbaijan;
  • Protocol on cooperation between the Turkmen State University named after Magtymguly and the Baku State University.

In the economic sphere, the following documents were signed:

  • Memorandum of Understanding between the Ministry of Finance and Economy of Turkmenistan and the Ministry of Economy of Azerbaijan on cooperation in the management and privatization of state property;
  • Memorandum of Understanding between the Ministry of Justice of Turkmenistan and the Ministry of Economy of Azerbaijan on cooperation in the field of state registration of rights to real estate;
  • Memorandum of Understanding between the Ministry of Agriculture and Environmental Protection of Turkmenistan and the Ministry of Economy of Azerbaijan on cooperation in the field of land cadastre;
  • Memorandum of Understanding between the Union of Industrialists and Entrepreneurs of Turkmenistan and the Small and Medium Business Development Agency of Azerbaijan;
  • Memorandum of Understanding between the Chamber of Commerce and Industry of Turkmenistan and the Azerbaijan Export and Investment Promotion Foundation.
