Job title: Individual National Consultancy to support the development of a parenting curriculum and conduct trainings

Purpose of Activity/Assignment:

The national consultant is expected to support the international consultant to develop a parenting curriculum (manual for kindergarten teachers and toolkit for parents), support delivery of training of trainers (ToT) and supervision sessions to a group of kindergarten teachers. In collaboration with specialists of the Preschool Department of the Ministry of Education (MoE) and Preschool and Primary Education Department of the National Institute of Education of Turkmenistan (NIET), the national consultant is also expected to deliver capacity building trainings to kindergarten teachers in Ashgabat, Arkadag and all velayats.

The national consultant’s tasks include the following:

1) Provide support to development of the outline of parenting curriculum

National consultant will provide support to the international consultant with:

  • desk review of national policies, strategies, provide necessary information;
  • online consultations with national partners;
  • aligning topics and goals of parenting curriculum with national priorities;
  • agree the outline of the parenting curriculum with MoE and NIET;
  • provide support with translation, data collection, information requests, as necessary.

2) Provide support to draft the parenting curriculum

National consultant will provide support to the international consultant with:

  • translation and interpretation (English, Russian, Turkmen);
  • incorporate national priorities and needs of families, reflect the population served;
  • receive feedback from the specialists of the MoE and NIET and incorporate their input.

3) Provide support to develop training materials, conduct ToT and provide supervision

a) The national consultant will provide support to an international consultant with:

  • develop training materials and ensure quality Turkmen translation (from English or Russian);
  • conduct ToT to kindergarten teachers;
  • provide supervision sessions and support with translation and interpretation;
  • conduct pre- and post-surveys to evaluate the impact of parenting support programme implemented at pilot kindergartens.

b) The national consultant provides support with:

  • preparation of the final version of the parenting curriculum in English/Russian and Turkmen;
  • preparation of a final report with findings, lessons learned and recommendations for
  • nationwide scale-up.

4) Deliver capacity building trainings to kindergarten teacher at local level to develop and strengthen a core set of technical and relational competencies in collaboration with specialists of the Preschool Department of the Ministry of Education (MoE) and Preschool and Primary Education Department of the National Institute of Education of Turkmenistan (NIET), a national consultant delivers capacity building trainings (3-day) based on ToT to kindergarten teachers in Ashgabat, Arkadag and all velayats as per approved schedule.

To qualify as an advocate for every child you will have…

  • Bachelor’s degree in education, pedagogy, psychology or other relevant fields is required. Master’s degree in these areas will be an advantage.
  • At least 5 years of work experience in the pre-primary and/or primary education system.
  • Proven experience in developing education/training materials in pre-primary/primary education area and conducting trainings are required.
  • Experience in working for relevant projects of UN agencies will be an advantage.
  • Knowledge of national early learning and ECD priorities.
  • Knowledge of national priorities and trends in parental support.
  • Fluency in written and spoken Turkmen is compulsory. Fluency in English and/or Russian is required.
  • Proven analytical and report writing skills in English.
