Title of consultancy: National consultant to make rapid assessment of the pilot Parenting Support programme
Purpose of Activity / Assignment
Provide technical support to the Ministry of Education to conduct a rapid assessment of the pilot Parenting Support Programme, including assessment of its curriculum and measurable impact on parents and children, including design of a strategic roadmap for institutional scale-up.
Scope of Work
The consultant will analyse data and feedback collected during the 2025 pilot of the Parenting Support Programme, which includes monitoring records, teacher observations, feedback from parents and teachers, pre- and post-tests. She will also conduct focus group discussions with parents and interview key informants.
Based on findings, the consultant will draft an assessment report (in English or Russian) with evidence-based recommendations and a roadmap for a scale-up. The consultant is expected to engage with the MoE, NIET and UNICEF for preliminary review of the data analysis methodology and protocols.
The selected consultant must be in regular contact with MoE and UNICEF to provide updates on the progress of the assignment and incorporate required revisions and changes. UNICEF will provide letters of support and ensure access to the partner organizations in the regions of Turkmenistan. The assignment requires travel to Ashgabat, Arkadag, Balkanabat, Dashoguz, Mary, and Charjew and Kaka etraps.
Specific Tasks
The major tasks include the following:
- Desk review and analysis of documentation provided, including Parenting Support curriculum.
- Focus group discussions and key informant interviews.
- Draft assessment report with recommendations and a roadmap for scale-up.
- Submit final assessment report.
Minimum requirements:
Education:
- A university degree in Social Sciences, Education, Public Health, or Early Childhood Development (ECD), other relevant degree.
- Master’s Degree in above areas will be an asset.
- Proof of professional development in monitoring and evaluation of projects and programmes.
Work Experience:
- At least 5 years of experience in monitoring and assessment of projects and programmes.
- At least 3 years of experience in facilitation of groups discussions, workshops, adult education, including experience in pedagogical theory and curriculum development.
- Proof of experience in providing professional analytical and/or consulting services.
- Professional competency in statistical modeling and experience with using training assessment tools.
Languages and writing skills:
Knowledge of Turkmen and Russian languages is compulsory. Knowledge of English will be an asset.
Technical Methodology (English or Russian): A detailed methodological approach must be provided that demonstrates a robust understanding of international best practices in Early Childhood Development (ECD) and Early Childhood Education (ECE), reflecting a deep knowledge of Turkmenistan’s national ECD priorities and the pre-primary education system, including its specific legal and regulatory frameworks.
