The State Migration Service of Turkmenistan has approved a new procedure for the registration and record-keeping of individuals applying for refugee status or subsidiary protection, as well as foreign nationals who have already received such protection, Turkmenistan’s official media reported Saturday.
Under the procedure, foreign nationals arriving in the country with the specified status are required to register with migration authorities within three business days of entry. Registration is carried out at the place of permanent residence or temporary stay, based on supporting documents.
The procedure provides for the creation of a state migration information system, which will collect and store personal and biometric data, including photographs and fingerprints.
Separate requirements apply to host entities, such as hotels, medical institutions, and other organizations, which must notify migration authorities of the arrival and departure of foreign nationals within 24 hours.
For individuals arriving in Turkmenistan en masse during emergencies, registration will take place at temporary accommodation centers, with subsequent record-keeping for up to three months.
The new procedure is based on Turkmenistan’s Law on Refugees and aims to improve the country’s system of migration control and record-keeping.
