The Asian Development Bank will implement a pilot solar power plant project in the city of Arkadag in cooperation with the Ministry of Energy of Turkmenistan and the city administration, according to Arthur Andrysiak, Head of the ADB Resident Mission in Turkmenistan.

Andrysiak said the project, presented at the International Conference “White City Ashgabat 2026” in Ashgabat on Monday, is the first of its kind in the country and is being carried out under a $1 million technical assistance grant approved in 2025. The initiative aims to support the development of renewable energy and lay the groundwork for further deployment of innovative energy solutions in Turkmenistan.

He added that the experience gained from the pilot project could later be applied in other cities, including Ashgabat.

Andrysiak also noted that ADB is cooperating with the Ministry of Energy on another $1 million technical assistance grant approved in 2024. The project focuses on assessing Turkmenistan’s wind energy potential and identifying suitable sites for future wind power development.

In addition, discussions are ongoing with the Arkadag city administration on an “Integrated Urban Solutions” initiative, which envisions the introduction of renewable energy sources and modern urban technologies.

According to the ADB representative, the bank is prepared to expand cooperation with Turkmenistan in areas including smart grids, energy efficiency, data center development and other priority sectors.
