Turkmenistan has approved new rules for providing preferential loans to agricultural producers. Under the new procedure, farmers will be eligible for loans for specified purposes at an annual interest rate of 1% for terms of up to 10 years.

The procedure was approved by Order No. 280 of the Chairman of the Central Bank of Turkmenistan on Aug. 24, 2026, and registered with the Ministry of Justice on Sept. 16 under No. 1968, the ministry reported.

Under the procedure, preferential loans may be used to purchase agricultural machinery, tools and equipment, including excavators, bulldozers, water-saving equipment, irrigation pipelines and transformers. The loans may also finance livestock and poultry farming, as well as projects related to the production and processing of agricultural products.

Eligible borrowers include farmers’ associations, peasant farms, agricultural joint-stock companies, agricultural research institutes, landowners, land users and tenants, as well as private entrepreneurs engaged in agricultural production.

Applicants must cover at least 15% of the total cost of the project with their own funds. Lending institutions must decide whether to grant a loan within 15 working days after receiving the required documents.

Matters not covered by the procedure will be regulated in accordance with Turkmenistan’s legislation.
