Electronic Digital Signature and Its Usage in Turkmenistan
Electronic digital signature confirms the consent of the owner(s) with the content of the electronic document.

An electronic digital signature is an analogue of a handwritten signature in the form of a set of characters (a sequence of numbers) recognized as an official signature of the sender of an electronic document. An electronic digital signature allows confirming that it belongs to a specific owner and must be valid at the time of signing.

An electronic digital signature is registered in accordance with the laws of Turkmenistan.

The procedure for using an electronic digital signature can be regulated by a separate agreement between the sender and recipient of the electronic document.

Electronic digital signature:

  • certifies the fact of compilation of an electronic document by the owner;
  • confirms the authenticity, integrity and immutability of the electronic document;
  • confirms the consent of the owner(s) with the content of the electronic document;
  • indicates that the owner(s) has accepted the obligations contained in the electronic document, provided that the electronic document is genuine;
  • confirmation of the authenticity and integrity of the electronic document is carried out electronically using public keys to verify the signatures of the signatories of the electronic document.

Authentication code

In electronic document circulation systems, an authentication code can be used instead of an electronic digital signature to verify the integrity of an electronic document, confirm its authenticity and belonging to a specific owner, unless otherwise provided by regulatory legal acts of Turkmenistan.

Private signature key

A private signature key is used to generate an electronic digital signature and belongs to a specific owner.

The creation of the private keys for an electronic digital signature is carried out by the owners of electronic digital signature tools, unless a different procedure is established by the legislation of Turkmenistan.

The owner of the private signature key in his interests should keep it secret and ensure its protection against accidental destruction or modification.

Public signature verification key

The public signature verification key is used when verifying an electronic digital signature.

The ownership of the public signature verification key to the owner of the private signature key is verified by the signature of the person (signature and seal) on the signature verification public key card. Signature verification public key card - a paper document containing the value of the public signature verification key and confirming that it belongs to a specific owner. The form of the public signature verification key card is set by the owner of the information network.

The public signature verification key card is distributed by the owner of the private signature key or a person authorized by him to interested parties to verify the authenticity of signed electronic documents.

The user of the public signature verification key must ensure that the public signature verification key that they use is identical to the key that is registered in the public signature verification key card.

Digital signature identity verification

The identity of the electronic digital signature is verified by an authorized legal entity.

A person authorized to verify the identity of an electronic digital signature must have appropriate software, technical and personnel support.
