Significant amendments to legislation regulating the sale of alcohol and tobacco products in Turkmenistan will take effect May 1, 2026.

President Serdar Berdimuhamedov signed a law introducing comprehensive changes to Article 315 of the Code of Administrative Offenses, state media reported Friday.

The amendments are aimed at strengthening state control over the circulation of alcohol and tobacco products and preventing illegal trade.

Under the updated provisions, penalties for the sale, storage or transportation of goods without mandatory labeling have been tightened. Previously, fines for individuals could reach up to five base units without a defined minimum. The revised law establishes a fixed range of three to five base units.

Financial penalties for officials and legal entities have also increased. The minimum fine for officials has doubled to 10 base units, while for legal entities it has also doubled, now starting at no less than 20 base units.

The legislation introduces new provisions imposing strict liability for activities conducted without the required license. Individuals engaged in the production, purchase or sale of alcohol and tobacco products without proper authorization will face fines ranging from six to eight base units.

For organizations, fines will range from 30 to 50 base units. A key provision allows for the full confiscation of illegally circulated goods in both cases.

The amendments place particular emphasis on repeat offenses. If a violation is committed again within one year of the initial penalty, fines will increase significantly. For individuals, penalties may reach up to 15 base units, while for legal entities the maximum is set at 100 base units.

The measures are intended to ensure stricter compliance with trade regulations and protect the market from substandard and illegal products.
