Turkmenistan will increase fines for driving without proper documents and tighten liability for driving under the influence starting May 1, 2026.

President Serdar Berdimuhamedov signed amendments to the Code of Administrative Offenses on April 11, 2026. The changes are aimed at improving road safety and preventing violations.

Under Article 228 of the Code, the fine for driving without a license or power of attorney will double from 0.5 to one base unit.

Stricter measures are introduced for cases involving the absence of a power of attorney or transferring control of a vehicle to a person without the legal right to drive. Instead of a fixed fine of two base units, the law now establishes a range of two to three base units.

Penalties also increase for individuals without a driver’s license or those restricted from driving. Fines for such violations rise from three to five base units to a range of five to eight base units. Transferring control to such a person will result in a fine of six base units, up from four.

Liability under Article 222 for driving under the influence is also strengthened. The fine for knowingly transferring control of a vehicle to an intoxicated person increases from six to 10 base units. For individuals without driving rights who are detained while intoxicated, the minimum fine rises from seven to 12 base units, while the maximum remains at 15.

In cases of repeat violations within one year, the minimum fine more than doubles, increasing from eight to 17 base units.

The amendments also affect officials responsible for allowing drivers onto the road. A fixed fine of five base units is now imposed for permitting an intoxicated driver to operate a vehicle, replacing the previous range of one to three base units.

Penalties for directly driving under the influence remain unchanged: suspension of driving rights for six months to one year, and in cases of repeat violations, administrative arrest for up to 15 days followed by a two-year suspension.

The measures are intended to reduce risks on the roads and strengthen discipline among road users.
