2026: Turkmenistan to Allocate 41.2 Billion Manats for Investment Program

Turkmenistan plans to allocate 41.2 billion manats for the implementation of its investment program in 2026, according to information announced during a roundtable discussion on the country’s 2026 state budget. The newspaper Türkmenistan reported the details Wednesday.

Of the total amount, 68.5% will be directed to production facilities, while 31.5% will fund nonproduction projects. The financing will support the modernization of existing enterprises, the construction of new production facilities and measures under the National Program of the President of Turkmenistan aimed at improving social and living conditions in villages, settlements, cities, districts and district centers through 2028.

The consolidated state budget of Turkmenistan for 2026 is set at 131.8 billion manats in both revenues and expenditures. Revenues and expenditures of the first-level budget are projected at 36.5 billion manats. Salaries, pensions, state benefits and stipends are classified as protected spending items.

The state budget remains socially oriented. Social spending accounts for 77.1% of first-level budget expenditures, or 26.8 billion manats. Of that amount, 37.5% is allocated to education, 13.2% to health care, 2.8% to culture, 37.4% to the social security system and 9.1% to housing and communal services.

According to the report, key priorities of economic policy include economic diversification, industrial development, job creation, increased investment, modernization of agriculture, infrastructure development and support for small and medium-sized businesses.

The law on the State Budget of Turkmenistan for 2026 was adopted Nov. 22, 2025.
