How are Free Economic Zones Financed in Turkmenistan?
Financing related to the functioning of the free economic zone at the stage of its creation can be carried out at the expense of the State budget of Turkmenistan.

Funding for the creation, maintenance and development of free economic zones is carried out in accordance with the Article 11 of the Law of Turkmenistan on Free Economic Zones.

Free economic zones have independent budgets formed from proceeds from the lease of land, buildings and structures under the jurisdiction of the Committee (an executive body that performs the functions of administrative management of free economic zones), from the provision of various services and other receipts established by this Law and the decision to establish this free economic zone.

At the stage of creating a free economic zone, its independent budget is formed at the expense of attracted funds, investment, target and other funds, and other financial resources not prohibited by the legislation of Turkmenistan.

Financing related to the functioning of the free economic zone at the stage of its creation can be carried out at the expense of the State budget of Turkmenistan.

Funding for the maintenance and development of free economic zones, including its production, transport and other infrastructure, is carried out at the expense of the independent budget of free economic zones or other sources.

The supply of gas, electricity, water supply, sewerage, communications and roads to the borders of free economic zones is carried out at the expense of the State budget of Turkmenistan and relevant industries, as well as attracted funds.

The Committee maintains separate budget accounting for each free economic zone, while the funds of one free economic zone cannot be used to cover the costs associated with the creation and operation of other free economic zones.
